Evidence has shown that higher income and white populations are overrepresented in both access to and use of bike share. Efforts to overcome underserved communities' barriers to access and use of bike share have been initiated in a number of cities, including those working with the Better Bike Share Partnership (BBSP) to launch and test potentially replicable approaches to improve the equity outcomes. This report describes findings from a survey of residents living near bike share stations placed in underserved communities of select BBSP cities: Philadelphia, Chicago, and Brooklyn. These were neighborhoods targeted for focused outreach related to BBSP programs, and were majority-minority (79-94% people of color) and lower-income (36-61% of households under 150% of the poverty level). Residents were also surveyed in control areas that did not receive BBSP targeted outreach in two of the cities. The research team mailed surveys to 6,000 residents in each city, and received 1,885 responses. Respondents closely matched area demographics on race/ethnicity and income in most study locations, but were somewhat more likely to be women, older and more highly educated. Findings are drawn primarily from an analysis of data from adults in the BBSP outreach areas under 65 years old and physically able to ride a bicycle. Of those respondents who provided race and income information (n=779), 42% were lower-income (defined as 300% of poverty or below) people of color, 27% were higher-income (above 300% of poverty) people of color, 6% were lower-income and white (not Hispanic), and 25% were higher-income and white. Race and income often influenced responses to bicycling and bike share in different ways. Differences in behavior and opinions sometimes correlated with income, sometimes with race, and sometimes with race and income combined.Both people of color and lower-income residents cited more barriers to bicycling generally and to using bike share than did higher-income white residents. The biggest barrier to bicycling generally is concern about traffic safety, regardless of race or income (cited as a big barrier by 48% of residents). For some, personal safety is also a concern. For example, 22% of lower-income people of color stated that a big barrier to riding was that doing so could cause them to be harassed or a victim of crime. Some of the most common barriers to bicycling cited by lower-income people of color were issues that bike share could address, such as: not having a bike or related gear (47%); not having a safe place to leave a bike where they need to go (36%); the expense of buying a bike or related gear (41%); and not having a safe place to store a bike at home (32%). High costs of membership and concerns about liability for the bicycle were big barriers to using bike share for about half of lower-income respondents (48% and 52% respectively), compared to 33% and 31% of higher-income respondents of color and only 18% and 10% of higherincome white respondents. E-bikes are bicycles that provide pedal-assistance to aid people in cycling. Because of the potential of promoting sustainable transportation, more attention has been focused on the e-bike market. This paper investigates the differences of the cycling experience and perceptions between e-bike and conventional bicycle users, using samples drawn from independent bicycle dealer customers. A total of 806 respondents in the United States took the on-line survey, including 363 e-bike-owning respondents. The results show that e-bikes play a more important role in utilitarian travel, such as commuting and running errands, compared to a conventional bicycle. Conventional bicycle-owning respondents use their bicycles more for recreation and exercise. Also, e-bike owners tend to bike longer distances and take more trips per week. Both e-bike respondents and bicycle respondents stated that improved health was a key factor for cycling, while Millennials and Generation X respondents cycle to save time and improve the environment. Finally, an ordered logit model is proposed for evaluating factors that influence interest in future e-bike ownership. Travel purpose, e-bike familiarity, annual household income, and education level are statistically significant factors in the model. These findings begin to provide insight and a profile of potential new markets for e-bikes in the United States.
The research described in this paper was conducted in part to understand whether different bicycling technology–-in this case, electric-assist bicycles (e-bikes)–-could reduce barriers to bicycling such as trip distance, topography, time, and rider effort. If so, this technology may result in more bike trips and longer bike trips and may increase the diversity of people bicycling, including people with disabilities or chronic injuries. An e-bike typically resembles a standard pedal bicycle with the addition of a rechargeable battery and electric motor to assist with propulsion. To address these aims, an online survey was conducted of existing e-bike users, who were surveyed about their purchase and use decisions. Responses from 553 e-bike users across North America were analyzed. Results suggest that e-bikes enable users to bike more often, to travel longer distances, and to carry more cargo with them. Additionally, e-bikes allow people who otherwise would not be able to bike (because of physical limitations or proximity to locations) the ability to bike with electric assist.
Type of Report and Period Covered Sponsoring Agency Code Supplementary Notes AbstractElectric bicycle (e-bike) use is a rising phenomenon in North America as a growing number of manufacturers produce a variety of bicycles which can accommodate the needs of diverse populations. With the growth of the e-bike industry, e-bike users are an increasingly integral part of both the transportation network and recreational trail system. However, little research has been conducted on e-bikes within North America, especially on the individuals who have purchased e-bikes. The first-known U.S. e-bike owner survey was conducted by Portland State University in 2013. The present study seeks to strengthen our understanding of these issues, and to explore how the findings from the previous study may have changed over time and with the growth in the e-bike industry. Analysis of the survey results indicate that there has been little change in the primary reasons individuals are motivated to purchase an e-bike, and they tend to be related to various barriers which deter individuals from riding a standard bicycle; reducing physical exertion, challenging topography and replacing car trips continue to reign as a few of the most important reasons for buying an e-bike. The findings also reaffirm significant discrepancies in how these barriers are perceived by various subgroups of the population, as defined by the respondents' age, gender and physical ability. Through analysis it became evident that ebikes are making it possible for more people to ride a bicycle, many of whom are incapable of riding a standard bicycle or don't feel safe doing so. Additionally, the electric assist of the e-bike helps to generate more trips, longer trips and different types of bicycle trips. These findings are represented by the high value attributed to being able to avoid or tackle hills easier, ride farther and faster with less effort, and being able to carry more cargo or children when needed.
