ZusammenfassungDer Beitrag beschreibt die Entwicklung kulturpolitischer Steuerung von der klassisch-bürokratischen Verwaltung über das Neue Steuerungsmodell hin zur New Public Governance und zeigt anhand von Fallbeispielen ausgewählter Theater die Umsetzung dieser Modelle. Die explorative Analyse offenbart dabei hybride Steuerungsformen, welche Elemente der drei vorgestellten Konzepte integrieren sowie ein Auseinanderfallen von formalen Vorgaben und gelebter Praxis. Resümierend werden drei aus der Analyse abgeleitete Steuerungspraktiken vorgestellt: hierarchische, abwesende und kooperative Steuerung sowie Chancen und Risiken von kulturpolitischen Eingriffen durch Steuerungsmodelle diskutiert.
