A large part of border crossing investment takes the form of international mergers and acquisitions. In this article, we ask how optimal repatriation tax systems look like in a world where investment involves a change of ownership, instead of a reallocation of real capital. We find that the standard results of international taxation do not carry over to the case of international mergers and acquisitions. The deduction system is no longer optimal from a national perspective and the foreign tax credit system fails to ensure global optimality. The tax exemption system is optimal if ownership advantage is a public good within the multinational firm. However, the cross-border cash-flow tax system dominates the exemption system in terms of optimality properties. This paper deals with the impact of electoral competition on politicians'outside earnings. We propose a simple theoretical model with politicians facing a tradeo¤ between allocating their time to political e¤ort or to an alternative use generating outside earnings. The model has a testable implication stating that the amount of time spent on outside work is negatively related to the degree of electoral competition. We test this implication using a new dataset on outside earnings of members of the German federal assembly. Taking into account the potential endogeneity of measures of political competition that depend on past election outcomes, we …nd that politicians facing low competition have substantially higher outside earnings.JEL Classi…cation: D72, J45
This paper measures the relative importance of quality and quantity effects of corporate taxation on foreign direct investment. Quantity is affected if corporate taxes reduce the equilibrium stock of foreign capital in a given country. Quality effects arise if taxes decrease the extent to which investment contributes to the corporate tax base and the capital intensity of production. Depending on the sign of the quality effects, the detrimental welfare effects of corporate taxation are either mitigated or aggravated. We derive a number of hypotheses how corporate tax changes may affect the quality of investment. Our hypotheses are then tested using data from a large sample of European multinationals. With regard to corporate tax effects on the corporate tax base, we find that quality effects account for up to fourty per cent of the total effect. With regard to corporate tax effects on labour income, our results suggest that quality effects mitigate the negative quantity effect by nearly sixty percent (as corporate taxes strongly increase the labor intensity of production). An important implication is that governments should not exclusively care about the size of inbound FDI flows but also about their specific characteristics, i.e. their quality.JEL Codes: H25, F23

The standard tax theory result that investment should not be distorted is based on the assumption that profits are locally bound. In this paper we analyze the optimal tax policy when firms are internationally mobile. We show that the optimal policy response to increasing firm mobility may be taxation, subsidization or non-distortion of investment depending on whether the mobile firms are more or less profitable than the average firm in the economy. Purpose -In recent years, the number of freelancers has increased considerably, especially in the IT and the media sectors. Additionally, the discussion around employability has intensified because of its relevance for employees in meeting labour market demands. Employability is especially important for freelancers as it has a key influence on their financial success. However, there is a lack of empirical research on the employability of freelancers and the competences associated with it. This article aims to reduce this research gap by presenting findings of an explanatory study on freelancer employability. Design/methodology/approach -The empirical data in this article is based on 23 semi-structured interviews which were conducted with freelancers in the IT and media sectors. Findings -The results reveal that the employability of freelancers is shaped by technical, social and networking competences. Additionally, it is pointed out that the dynamics in the analyzed sectors are distinct and therefore the intensity of competence development and training is varying. Originality/value -The presented study contributes to research on freelancers as it stresses the necessity of employability for success at work. The link between employability and freelancers has not received prior attention in research.
