Grenzen kapitalistischenWachstums: Konflikte im Süden Chiles 1 Einleitung: Eine trügerische Idylle Der Süden Chiles erscheint Besucher_innen in der Regel als eine Oase unberührter Natur. In der Region La Araucanía befinden sich atemberaubende Gebirgslandschaften, der wilde Río Imperial und scheinbar endlose Wälder. Bis zum Ende des 19. Jahrhunderts war das Gebiet ein Teil von Wallmapu, dem Land der indigenen Mapuche. Heute leben fast eine Million Menschen in der Region, ein großer Teil davon sind Mapuche. Ein zweiter Blick offenbart jedoch die trügerische Idylle: Die großen Pinien-und Eukalyptuswälder sind nicht natürlichen Ursprungs (Klubock 2014). Es handelt sich vielmehr um großflächige Monokulturen, die von multi nationalen Konzernen gepflanzt und bewirtschaftet werden und in komplexe globale Produktionsnetzwerke integriert sind. Die Holzwirtschaft gilt als drittwichtigster Wirtschaftszweig Chiles. Der Sektor trägt etwa 2 % zum Bruttoinlandsprodukt bei und beschäftigt über 110.000 Personen (INFOR 2018). Die Pflanzungen umfassen heute ein Gebiet der Größe Belgiens. In der Region La Araucanía bedecken sie rund ein Sechstel der Fläche. Zwei Drittel der Holzerzeugnisse im Wert von rund sechs Milliarden US-Dollar werden ins Ausland exportiert. Drei große Konglomerate (Forestal Arauco, CMPC und MASISA) 1 dominieren den Forstsektor 2 in Chile. Forestal Arauco und CMPC produzieren zusammen allein drei Viertel des Holzes, Zellstoffs und Papiers. Die chilenischen Großunternehmen sind heute "Multilatinas", das heißt multinationale Konzerne 1 Bei den drei angeführten Firmen handelt es sich um chilenische Firmen. MASISA wird jedoch seit 2002 mehrheitlich von schweizerischem Kapital kontrolliert. 2 Der Forstsektor umfasst in unseren Ausführungen sowohl die Forstwirtschaft als auch die industrielle Holzverarbeitung.
La Región de La Araucanía, situada en el sur de Chile, ha sido modelada por procesos de ocupación colonial y de inversión del capital extractivo. La dinámica de apropiación y ocupación del territorio ha significado un incesante conflicto y tensión entre sus actores durante cuatro siglos de historia. Sin embargo, ha sido en los últimos 140 años que el Estado chileno ha afirmado la incorporación del territorio a su ordenamiento nacional, generando un proceso de desterritorialización y re-territorialización, lo que ha involucrado un conjunto de conflictos con serias consecuencias para su población. En este trabajo presentamos a una mirada a la nueva ruralidad constituida a partir de este proceso, en relación con el extractivismo. Damos cuenta de algunos de los principales enclaves extractivos, pensando en la red de poder que constituye y da forma a la región de la Araucanía. Proponemos algunas reflexiones e invitaciones a generar investigaciones orientadas al trabajo empírico, intercultural y situado del conocimiento.
Qualifizierung ist Teil fast jeder Politik, die sich als Lösung für die sozial-ökologische Transformation präsentiert. Man hofft, die Konflikte zwischen ökologischen und sozialen Belangen so zu befrieden. Der Beitrag untersucht, wie sich das im Alltag der Thüringer Auto(zuliefer)industrie darstellt. Interviews zeigen, dass Qualifizierungskonzepte kaum zur Anwendung kommen. Weiterbildung ist umkämpft und findet nur ad hoc statt. Gründe dafür sind ökonomische Strukturdefizite, die Unplanbarkeit der Marktlage, und innerbetriebliche Spaltungslinien. Für eine Weiterbildungskultur bedarf es mehr Beteiligung der Beschäftigten bei der Entwicklung von Qualifikationsstrategien.
