Le choix de la riziculture commerciale dans le Nord-Est de l'Afghanistan Ré suméCette recherche sur le système agraire de la plaine de Taloqan, au nord-est de l'Afghanistan, constitue l'une des étapes initiales d'un projet de gestion sociale de l'eau, qui s'inscrit dans le cadre plus large de la réforme du secteur de l'eau dans ce pays. L'histoire agraire de cette plaine est marquée par le développement précoce de l'irrigation gravitaire, suivi de périodes successives d'abandon et de repeuplement au cours des siècles. La dernière phase de développement, à partir du tournant du XX e siècle, se manifeste par un processus graduel de colonisation et de remise en valeur des terres. Sur la rive gauche de la rivière Taloqan, le « boom » du coton des années 1970 puis le rapide essor de la riziculture à partir des années 1990 donnent lieu à une irrigation de plus en plus intense, à l'origine d'une différenciation de zones en fonction de leur disponibilité en eau. Les systèmes de production actuels sont nettement dominés par le système de double culture annuelle blé-riz. Malgré quelques signes de faiblesse, celui-ci reste le plus rentable et le mieux adapté aux conditions locales. Si la diversification des cultures est une option à favoriser dans les zones du projet touchées par une relative pénurie en eau, l'expansion de la riziculture commerciale en aval des canaux apparaît comme une évolution probable qu'il faut accompagner. D'un point de vue méthodologique, l'intégration d'une composante systèmes agraires s'est avérée très utile au moment du démarrage de ce projet de gestion de l'eau.
