<p>Este estudo tem como objetivo analisar as características particulares de cada região do país, no que diz respeito aos resultados apresentados nos exames de suficiência do Conselho Federal de Contabilidade (CFC). Para tanto, foram considerados dados relativos ao desempenho dos candidatos em cada unidade federativa nas diferentes áreas de conhecimento que compõem o exame de suficiência. Os dados foram agrupados em dois momentos distintos: primeira fase do exame de suficiência, entre os anos de 2000 a 2004; e segunda fase do exame de suficiência, nos anos de 2011 e 2012. Esses dados foram analisados com aplicação do método estatístico multivariado de análise de conglomerados. A comparação dos resultados encontrados, principalmente em termos de composição dos grupos, mostra-se essencial para uma avaliação do desempenho desses profissionais no exame em cada uma das unidades federativas que compõem o Brasil. Além disso, os resultados deste estudo se constituem como um diagnóstico completo do desempenho no exame, apontando para áreas de maior fragilidade no ensino e que, para tanto, carecem ser mais bem exploradas na formação dos profissionais de Contabilidade.</p>
Em contraste ao considerável e reconhecido volume de trabalhos que objetivam analisar os diversos elementos presentes no desenvolvimento da Contabilidade no Brasil, reconhece-se uma grande lacuna nesses mesmos trabalhos ao desconsiderar a influência exercida pelo Conselho Federal de Contabilidade (CFC) e Conselhos Regionais de Contabilidade (CRCs) neste processo. Neste contexto, este estudo concentra seus esforços de investigação e análise no seguinte objetivo geral: apresentar as principais realizações do Sistema CFC/CRCs no desenvolvimento e evolução da Contabilidade brasileira. Para tanto, optou-se pela utilização de uma abordagem qualitativa, aplicada mediante pesquisa historiográfica clássica com o uso da análise documental. Os documentos utilizados foram, principalmente, os relatórios internos do próprio Conselho Federal de Contabilidade e de seus Conselhos Regionais, além de documentos de comunicação do CFC e CRCs, como jornais, revistas e boletins institucionais, que guardam acontecimentos marcantes dos quase setenta anos de história desta entidade. Inicialmente, a revisão bibliográfica que se concentrou na história da Contabilidade no Brasil evidenciou conquistas importantes nos primeiros séculos do país. Essa primeira fase histórica da Contabilidade no Brasil tem seu final em 1946, exatamente com a criação do Conselho Federal de Contabilidade. De fato, desde a sua criação, a atuação do Conselho Federal e Conselhos Regionais se mostra como fundamental para a evolução das práticas contábeis no país. Na pesquisa documental, ao serem ressaltados aspectos referentes à criação do código de ética profissional do contabilista, o processo de alteração na regulamentação da profissão e a criação da lei da representatividade, enfatiza-se a preocupação da entidade com a evolução das práticas contábeis no país, de forma a acompanhar as tendências internacionais do campo.
We examined the international scientific productivity on auditing between 2002, when the Sarbanes-Oxley Act (SOX) was published, and the end of 2013, based on a bibliometrics/scientometrics analysis of scientific articles included in the Web of Science from the Institute for Scientific Information (ISI). A database was created including 2,394 publications. As a contribution it was possible to systematically identify the main features of the auditing publications in the extended literature through bibliometrics and scientometrics analysis for the creation of its state of art in auditing. It is important that other researchers study the reason for the growth in auditing publications and identify relevant concepts, theories, methodologies, and emerging issues that have arisen in the field of auditing considering that there is a transactional empirical gap for future studies in the literature.
O estudo teve por objetivo responder a questionamentos como: (1) de que maneira os especialistas entendem o processo de implantação da NBC T 16.11?; (2) qual é a utilidade e importância desse sistema?; (3) quais são as principais dificuldades encontradas?; (4) qual é a perspectiva de futuro? Para este trabalho, utilizou-se um questionário direcionado aos especialistas em contabilidade do setor público do Brasil. Nove especialistas responderam, e a análise dos dados permitiu constatar que seu estágio de implantação ainda é muito embrionário. Mesmo após o regramento, são raros os entes públicos que implantaram ou tentaram a implantação, a qual é considerada o início de um longo processo. Existe concordância de que elaé importante no contexto atual da gestão pública. Seus contributos são entendidos como comparações de resultados, serviços, setores, entidades, melhoraria da gestão e a utilização dos recursos, efetividade, eficiência, eficácia, planejamento, tomada de decisão, controle social, função alocativa (orçamento) e transparência pública. As dificuldades apontadas foram: falta de sistemas informáticos adequados, baixa remuneração dos profissionais de contabilidade, falta de treinamento e inexistência de regras punitivas para a não adoção da referida Norma.
