ABTRACT: This article depicts the landscape of teacher professional development (PD) in Singapore, one of the world’s top-performing countries in education. We provide an overview of the resources available to the approximately 30,000 teachers within the 350 primary and secondary schools run by the Ministry of Education (MOE). We focus on the three main PD providers: the National Institute of Education, the Academy of Singapore Teachers and six Centers of Excellence, and schools themselves. Guided by the “Teacher Growth Model,” these providers aim at making PD coherent with teachers’ interests, the needs of schools, and the national curriculum. Teachers in Singapore are given the exceptionally high allotment of 100 voluntary hours of PD per year. There are multiple types of activities teachers can engage in, ranging from formal/structured courses and programs to more informal/reform-based initiatives (action research, lesson study). Teachers with different levels of expertise and career paths have access to different PD opportunities. Most PD is subject-specific and provides teachers with opportunities for networked learning, collegial sharing, and collaboration. In fact, all MOE schools have been recently mandated to become Professional Learning Communities (PLC). We conclude that this comprehensive set of PD resources, considered as a whole, presents the features of “high-quality” PD described in the international literature. However, we suggest that more research is needed to examine the extent to which such an ambitious PD model is enhancing teachers’ knowledge and pedagogies, and ultimately students’ learning.
There is widespread agreement that one-size-fits-all professional development (PD) has limited potential to foster teacher learning and that PD should be 'responsive' to the demands of teachers with different profiles. The purpose of this exploratory study was to analyze the PD motivations, needs, and preferences of Singapore primary school music teachers according to their level of specialization in music education. This variable has been relatively unexplored within the field of music-teacher PD. A nationwide survey was run to collect the data. Participants were 286 primary music teachers (about 40% of the entire population), who were split into three groups based on their music education background (Major = 113, Minor = 64, Generalist = 109). Findings indicated that the three groups of teachers had different motivation levels to participate in music-specific PD (e.g., generalists being the least motivated), various needs for further training (e.g., music education majors being the most interested in improving their music content knowledge), and different preferences regarding PD providers and learning formats (e.g., generalists preferring to learn from other fellow colleagues within informal settings). We concluded that the level of specialization in music education plays a major role in determining teachers' PD motivations, needs, and preferences. This study has the potential to inform the design of more responsive PD initiatives.
This article responds to recent calls for situated examples of student-centered education. Our goal is to illustrate what studentcentered pedagogies may look like in the music education classroom, particularly in the context of collaborative composition activities. The sample case presented features a Primary 5 Singaporean music teacher implementing a collaborative composition lesson on Gamelan Beleganjur, a traditional music style from Bali (Indonesia). After describing the structure of the lesson, we analyze data from teacher interviews, classroom interactions (illustrated with pictures), and transcriptions of students' compositions. We argue that the content and design of the lesson itself, as well as the teacher's genuine interest in exploring students' musical ideas and fostering collaboration and creativity, led to the enactment of student-centricity. Our ultimate aim is to provide an additional resource that might inspire music educators (both specialists and generalists) in embracing student-centered education in their classrooms.
