Ante la progresiva degradación de nuestros paisajes se hace necesario, por una parte, incluir el paisaje en la ordenación del territorio y, por otra, incrementar la sensibilización ciudadana sobre los valores del paisaje. Para conseguir este doble objetivo se creó en 2005 el Observatorio del Paisaje de Cataluña, un consorcio público independiente que actúa simultáneamente como entidad de asesoramiento de la Administración y como ente de concienciación de la sociedad en materia de paisaje. Una de sus principales funciones es la elaboración de los catálogos de paisaje de Cataluña, un instrumento novedoso para la incorporación del paisaje en la ordenación del territorio y un elemento clave para facilitar la conexión entre el planeamiento territorial y el urbanístico en lo referente a la implementación de políticas de paisaje. Los catálogos definen líneas estratégicas y directrices concretas que pueden contribuir a mejorar la calidad de los paisajes y, en definitiva, la calidad de vida de los ciudadano
Estamos asistiendo a un reencuentro con el lugar a través de nuevas e imaginativas fórmulas, como resultado de un cambio de paradigma liderado por una sociedad civil que entiende la acción política de otra manera. Una sociedad civil que no tiene ningún problema en reconocer la importancia que tiene vincular las emociones a los lugares, a los paisajes y, en general, a la gestión del espacio público. Emergen en el mundo rural nuevos proyectos y actitudes, nuevos valores, nuevas formas de organización social que, en algunos casos, surgen casi de la nada y, en otros, se han reforzado precisamente gracias a la hecatombe económica, social y cultural provocada por la tan manida crisis económica. Technocratic governments and similar systems that give more voice to experts in the decision-making process are one of the potential alternatives to traditional representative party government. These alternatives have become increasingly popular, especially in countries where strong political disaffection and previous favourable pro-expert attitudes exist simultaneously. The Spanish case is one of these settings, with the emergence of a political party, Ciudadanos (Citizens), that represents these ideas. This article contributes to the understanding of public opinion support for an expert government, its main motives, and social supports. We claim that experts are not so much a decision-making alternative as they are a desired piece of the decision-making process. Support for a more significant role for experts comes especially from those that credit them with ample technical capacities, but most citizens want them to work as a piece of representative government, not as an alternative to it. The article combines two types of evidence: A survey of a representative sample of the population, including innovative questions about support to expert governments, and 10 focus groups that allow a more in-depth comprehension of the support (and criticism) of an increased role for experts. The results provide a nuanced picture of the types of expert involvement sought and their respective social support.
Our understanding of participatory processes is increasing rapidly. However, one area that has received sparse attention is the impact of the proposals from participatory processes on the policy and practice of public administrations. Which proposals are converted into actual policy and practice; which are modified or simply ignored? The field lacks a systematic understanding of the fate of proposals. This paper reflects on the methodological strategy adopted by the Cherry-picking project to analyze the fate of proposals from participatory processes in Spanish municipalities. The innovative project studied the impact of 611 proposals from 39 participatory processes across 25 municipalities. The paper not only describes and discusses the methodological challenges faced by the project, but also presents preliminary findings and a review of the substantive lessons learned through the design and fieldwork process.
