En las dos últimas décadas, el modelo de economía política neoliberal adoptado en Colombia, ha tenido repercusiones sobre el desarrollo y los derechos económicos, sociales y culturales de los boyacenses. Este problema se estudia desde la relación entre crecimiento económico y desarrollo en Boyacá, se analiza la importancia de los planes de desarrollo y el problema presupuestal del departamento. Por último se describe como el modelo neoliberal no genera sostenibilidad, desarrollo, ni respeto por los derechos de los boyacenses. Se hizo un análisis crítico de fuentes como: entrevistas, informes estadísticos de instituciones gubernamentales y no gubernamentales, artículos de periódicos y revistas, libros, capítulos, documentos y bases de datos bibliográficas en internet.
Las aproximaciones científicas desde puntos de vista multidisciplinares y heterodoxos, han permitido replantear los paradigmas impuestos por las perspectivas teóricas más ortodoxas, las cuales en el último siglo han venido siendo puestas a prueba por la evidencia empírica, permitiendo el desarrollo de nuevas teorías y métodos dentro de las ciencias económicas.
Se identifican las revistas colombianas de ciencias económicas mediante un análisis comparativo de diferentes indicadores bibliométricos como el IBN de Publindex, el índice de Hirsch (índice-h), el CiteScore de Scopus y el Scimago Journal Report de Elsevier. Los resultados evidencian su adaptación al proceso de globalización del conocimiento y la información, por medio de su visibilidad e impacto tanto nacional como internacional, en un contexto de relaciones asimétricas en el flujo y acceso a la información entre países desarrollados y en vías de desarrollo. Las revistas identificadas sirven de referencia para investigadores, autores, editores, profesionales del campo de las ciencias económicas, diseñadores de políticas y demás interesados en la gestión de la información.
Durante la historia, la humanidad ha tenido que afrontar, investigar y superar innumerables enfermedades infecciosas las cuales han tenido alcances de epidemia y de pandemia. Existen datos de muchas epidemias de influenza como la que se expandió por Mesopotamia y Asia meridional, hacia el 1200 a C., hasta la pandemia de gripe de influenza (1889-1890); diversas epidemias de pestes bubónicas producidas por el patógeno yersinia pestis, como la plaga de Justiniano (541-542), que se originó en el Imperio Romano y se extendió en Europa y Asía del Este, la Peste Negra (1346-1356), la Plaga Rusa (1770-1772), entre otras epidemias de este patógeno que se expandieron por diversas ciudades de Europa, África, y Norte América durante el siglo XVI y XVII.
Una de las preguntas que se plantean algunos académicos e investigadores economistas y los decisores de políticas económicas de los diferentes gobiernos en la actualidad es la siguiente: ¿con qué criterios distribuir los beneficios obtenidos del crecimiento económico, impulsado por los incrementos en la productividad de los factores de producción? Esto ha llevado a que los gobiernos en diferentes regiones establezcan agendas de integración y adopten políticas económicas que han afectado, tanto a la economía, como a la población en términos de equidad y justicia. Clavijo (2003) diferencia tres momentos importantes del tema de la productividad en Colombia. El primero, en junio de 1988 y a cargo de la administración de Virgilio Barco, fundó las bases para la apertura económica. Un segundo momento se dio en la administración de César Gaviria, a mediados de 1990, donde se aceleró el proceso de apertura comercial, el cual se caracterizó por el aumento del régimen de libre importación y por ende una disminución de las políticas proteccionistas, hecho que se evidenció en el desmonte a la sobretasa de importaciones. La tercera etapa se dio en la administración de Ernesto Samper, en la cual se pasó del tema de la apertura comercial al Pacto Social, inspirado en las políticas de ingresos y salarios, aplicadas en Estados Unidos en los años setenta, y en México en los ochenta. Allí se creó una consejería presidencial con el fin de conciliar los temas salariales en relación con la productividad.
