RÉSUMÉLa réduction des émissions de CO 2 const ituait l'enjeu majeu r de la conférence des Nations unies sur le changement climatique (Berlin, avril 1995). Ni l'Allemagne ni la France n'avaie nt attendu cette date pour développer la maîtrise de l'énerg ie mais une compa raison de leurs efforts et de leurs performances fait apparaître une situation contrastée . Les deux pays ont réussi à diminuer leurs émissi ons de CO 2 . Les émissions françaises par habitant sont parmi les plus faibles d"Europe mais, depu is 1983, l'efficacité énergétique s'est améliorée plus vite en Allemagne occidentale qu'en France.
