The public participation principle is currently an accented element of European Union environmental policy. It is believed that by involving local stakeholders into decision-making, environmental resources will be managed more successfully. The Water Framework Directive introduces the public participation principle into the water management of all Member States. The purpose of this paper is to evaluate the implementation of this principle in the Czech Republic as a new Member State and also as a post-Socialist country with no previous experience of such a practice in water policy. Cet article cherche a evaluer la mise en oeuvre de ce principe en Republique tcheque en tant que nouveau pays membre et comme un pays post-socialiste sans aucune experience prealable d'une telle pratique dans la politique de l'eau. In diesem Beitrag untersuchen wir die Umsetzung dieses Prinzips in der Tschechischen Republik als neuem Mitgliedsstaat und ausserdem als postsozialistischem Land ohne Erfahrung mit einer solchen Praxis bei der Wasserpolitik. This chapter provides an overview of carbon‐energy taxation introduced under environmental tax reforms in Europe. First a broad overview of the relative shares of taxes on energy, transport, and pollution is presented. This overview treats developments in EU‐15 as well as in the ten new member states and shows that tax‐reform proposals are considered across Europe as a whole. Developments in tax‐shifting are most advanced in Denmark, Finland, Germany, Netherlands, Slovenia, Sweden, and the UK. Comprehensive reform proposals have also been put forward in countries such as France, Italy, and Belgium, while currently among the new member states Estonia and Czech Republic have announced tax shifts to be implemented. The chapter investigates whether there have been ‘implicit’ tax shifts, i.e. by examining how the ratios of labour taxation‐to‐GDP and of environmental taxes‐to‐GDP have developed during the last decade. Furthermore, the chapter looks into how European countries have designed their tax shifts, and in this connection how the concern of potential losses of competitiveness have been addressed and mitigated. This is done by explaining the different principles and measures applied in the seven countries which have already introduced tax shifts.
This paper discusses the use of game theory as a method to achieve land and water governance for flood retention and resilience on a catchment scale. Therefore, it addresses flood retention in river catchments by using pay‐off matrices of game theory. How do pay‐off matrices between upstream and downstream change when certain property rights are adjusted or institutional conditions are changed? What if liability issues, responsibilities, and externalities of flood protection measures are reframed? Who should pay and who profit from retention measures? Individual scenarios correspond to some basic games from the game theory. The aim of these thought experiments is to develop rules for upstream‐downstream agreements on retention and resilience within a river basin area.
The economic valuation of environmental resources is considered to be an important theoretical tool for decision-making on the allocation of scarce natural resources. However, its practical (political) use is often questioned. Within the paper the usefulness of the widely used contingent valuation method for local tourism strategies is defended. The results from two pilot Czech-German comparative case studies undertaken in the border Euro-region Elbe/Labe are presented and their political relevance explained.
