En las últimas décadas el Gran Buenos Aires (GBA) fue un escenario privilegiado para la creación de nuevas universidades. Sin embargo, la ampliación del mapa universitario en el territorio más poblado del país se dio bajo signos políticos, económicos y sociales distintos, que orientaron las políticas universitarias en sintonía con el clima de época durante los períodos 1989-1999 y 2004-2015. El objetivo de este artículo es realizar un aporte a la comprensión de las influencias contextuales y gubernamentales a las que fueron expuestas las universidades públicas en los distintos periodos. Es nuestra hipótesis central que luego de la puesta en crisis y agotamiento del modelo económico de los años noventa, la creación de las nuevas universidades a principios de siglo, surge en un contexto de resignificación en su relación con el territorio y sus habitantes, mostrando cambios y continuidades en relación con sus pares precedentes.
En el marco de la tendencia a prolongar el tiempo dedicado a las actividades educativas como una característica de la juventud en el siglo XXI, este artículo se propone reflexionar sobre la importancia de la temporalidad y el contexto como escenarios que habilitan o restringen las posibilidades de continuidad educativa en el nivel universitario. Para ello se presenta la evidencia empírica de dos estudios longitudinales realizados en los últimos 20 años, donde se reconstruyen los recorridos educativos post egreso y el pasaje del nivel secundario al nivel universitario. El objetivo del artículo es aportar al entendimiento de los recorridos educativos en el nivel universitario que trazaron dos cohortes de personas jóvenes egresadas de la escuela secundaria (1999 y 2011) que viven en el territorio del Área Metropolitana del Gran Buenos Aires y realizan estos recorridos en momentos diferentes en cuanto a contextos sociales, económicos y políticos del país. El seguimiento en el tiempo se realiza con jóvenes de distintos sectores socioeconómicos que, una vez que obtuvieron la certificación educativa del nivel medio, continuaron estudios universitarios.
Las profundas transformaciones económicas y sociales de los últimos 40 años generaron nuevos y heterogéneos formatos de transición de la escuela al trabajo y diluyeron el pasaje clásico y lineal como modo predominante. Ante el nuevo contexto de propagación del virus causante de la COVID-19, el despliegue de las transiciones juveniles surge como un interrogante en los debates presentes. Este artículo se basa en un seguimiento de los recorridos de una cohorte de jóvenes egresados en el año 2022 de distintas escuelas secundarias en el Área Metropolitana del Gran Buenos Aires (AMBA). A través de un abordaje cualitativo, con base en entrevistas virtualizadas realizadas los primeros meses del aislamiento, se rescataron elementos que dan cuenta del seguimiento de las transiciones, la continuidad educativa, la suspensión del tiempo, así como la resignificación de los proyectos que retoman fuerza en el contexto actual.
En Argentina, con la masificación de la educación universitaria desde hace al menos tres décadas, una batería de acompañamientos educativos tienden a actuar sobre las transiciones universitarias. A ello suma que, en el contexto de pandemia, la virtualización forzosa, implicó repensar las iniciativas para asegurar la continuidad pedagógica. En este marco, el objetivo del texto es aportar al análisis de políticas y programas de acompañamiento en el nivel universitario, con especial mención en la actualidad. Para lo cual, se recopiló y analizó una serie de documentos públicos, así como bibliografía especializada, con el fin de reconstruir -de forma no exhaustiva- las iniciativas desarrolladas en los distintos niveles de intervención (nacionales-institucionales). El escrito se desprende de una investigación desarrollada entre los años 2021 y 2024, en el marco del Programa Juventud de la Facultad Latinoamericana de Ciencias Sociales (FLACSO) – Argentina y de la Universidad del Salvador (USAL). Como principales hallazgos se advierte que las becas son una modalidad de acompañamiento nacional, aún en contexto pandémico, a las cuales en el último periodo se suma que las universidades impulsan diversas iniciativas para el sostenimiento de las transiciones, acciones que muchas veces se dan en conjunto con el nivel secundario.
En las últimas dos décadas en Argentina, las iniciativas estatales destinadas a los y las jóvenes priorizaron la actividad educativa como orientadora de los proyectos juveniles. Facilitar el egreso del secundario, la creación de universidades, así como la política de becas, son algunos de los ejes que habilitan nuevas posibilidades de continuidad educativa. De esta forma, la masificación y extensión de la educación postsecundaria, continúa desdibujando el clásico y extendido tránsito de la educación al trabajo, con la particularidad de integrar a los sectores bajos. Al mismo tiempo, este fenómeno deja al descubierto que las políticas destinadas a subsanar la problemática del empleo juvenil fueron escasas en este mismo periodo. Sobre estas ideas y en base a una investigación iniciada en el año 2011 con continuidad hasta el año 2019, se presenta un análisis cualitativo sobre relatos de jóvenes egresados de la escuela secundaria del sector bajo. La reconstrucción del vínculo entre educación y trabajo a lo largo del período (2011-2019) nos permitió mostrar los avances en términos de ampliación de las posibilidades educativas y al mismo tiempo una faltante de políticas laborales que acompañen los tránsitos hacia el mundo del trabajo. En este sentido, se deduce que la falta de políticas de acompañamiento hacia el mundo del trabajo empaña las conquistas educativas por los tipos de trabajos y condiciones laborales a los que acceden los jóvenes de la muestra analizada.
