Energy, which has a bearing on both economic and national security, is of importance and a major constraining factor to the economic and social development of China. The article analyses the current world energy status and development trend from the perspectives of resources, production and consumption and in the context of its implications on the environment and economic and social development, and explores opportunities and challenges for China's energy development. With a focus on the strategy of energy development in China, the author proposes a new energy development approach with Chinese characteristics whose main elements are: energy-saving, high-efficiency, diversified development, environment protection, technology guidance and international cooperation. In other words, China is striving to build a reliable energy production, circulation and consumption system that is efficient, technologically advanced, low polluting and ecologically friendly. A long-term development strategy with priority on energy conservation, efficient utilization of primary energy and advanced electricity system is expounded in the paper. The author also describes the prospect of energy technology development and stresses the implementation of energy strategy by further improving energy policy and related mechanisms, strengthening macro-management and the essential role of the market in resource allocation so as to ensure the economic and social development of China through reliable energy supply.
The article explains the role and future trend of IT industry, and states that information technology represented by the Internet and computers has brought about the third industrial revolution in history. An important impetus for economic growth in modern times, the IT industry has greatly promoted sustainable development and is profoundly changing mankind's way of life and production. In discussing the development trend of world IT industry, the article suggests that with potential new breakthroughs in information technology, the trend of agglomeration and integration of industries has become increasingly obvious, competition of intellectual properties and standards is intensifying and ubiquitous network is taking shape. It points out that China should bring into better play the role of IT industry as an "amplifier" in economic growth, a "transformer" in development mode and a "propeller" in industrial upgrading. It is important to follow a policy that emphasizes independent innovation, market-driven approach, open and compatible technologies, integrated and comprehensive applications, and serving both military and civil purposes, so that a quantum leap of IT industry will be achieved. China should advance industrialization with information technologies and promote the IT industry in the course of industrialization in an effort to build an IT industry with Chinese characteristics. Greater efforts should be made to develop such core sectors as microelectronics, computer, software, key components and materials, as well as sectors with international competitiveness, including broadband mobile communication, next-generation network and information services. Continued improvement should be made in policies guiding the development of IT industry with a view to making China a country with a strong IT industry by 2020.

We face pressing imperatives-the restructuring of the national economy, the rational use of our resources, the protection of our environment, the coordinated economic development of different regions, the alleviation of poverty, and the raising of living and ethical and cultural standards across our diverse country-all of which produce an urgent need for the development of science and technology. The outgoing century has witnessed a blossoming of science and technology in the world. Relativity, quantum mechanics, molecular biology, and information theory all arose in the 20th century, which is a testimony to the strength of the scientific method in the continual advancement of knowledge. These scientific breakthroughs form the foundation on which modern civilization builds, and they promise a future replete with material prosperity and intellectual enrichment worldwide. For these reasons, I believe that science and technology should be the driving force for China's rejuvenation and sustainable development.
