No dia 15 de julho de 2020, foi publicada a Lei Federal nº 14.026, que altera um conjunto de leis relacionadas ao saneamento. Essa Lei estabeleceu um prazo de um ano para que os Estados criassem uma estrutura de regionalização do saneamento, especificamente dos serviços de água e esgoto. Se os Estados não implantarem as Microrregiões de Água e Esgoto no prazo estabelecido, a regionalização do saneamento, será estabelecida de forma compulsória pela União, com a criação de blocos de referência. A Paraíba, por meio da Lei Complementar nº 168 (2021), criou quatro microrregiões: Alto Piranhas, Borborema, Espinharas e Litoral. Esse artigo tem como objetivo analisar a viabilidade técnica e a sustentabilidade econômico-financeira e ambiental dessas microrregiões. Foram analisados indicadores e informações sobre os municípios paraibanos disponibilizados pelo Sistema Nacional de Informações sobre Saneamento (SNIS), em 2015, 2017 e 2019, como o indicador de desempenho financeiro (IN012) e o índice de suficiência de caixa (IN101), e os diferentes cenários de disponibilidade hídrica, através dos dados de monitoramento dos açudes existentes nessas microrregiões, em 2015, 2017, 2019 e 2021. Os principais resultados e discussões revelaram a insustentabilidade econômico-financeira de três microrregiões: Alto Piranhas, Borborema e Espinharas. A Microrregião do Litoral, além de apresentar condições climáticas mais favoráveis e concentrar mais de 60% das receitas operacionais diretas da Paraíba, é a única que apresenta sustentabilidade econômico-financeira.
O saneamento ambiental não deve ser entendido meramente como prestação de serviços de abastecimento de água potável, coleta e tratamento de esgoto, manejo de águas pluviais e manejo de resíduos sólidos. No Brasil, a Política Nacional de Saneamento Básico - PNSB, que regulamenta normas sobre o exercício da regulação, planejamento e gestão do setor, foi instituída por meio da Lei nº 11.445/07. O Plano Nacional de Saneamento Básico – PLANSAB, publicado em 2013, prevê o monitoramento de indicadores sobre a execução e gestão dos serviços de saneamento. Acerca do monitoramento, destaca-se como ferramenta de avaliação o Indicador de Salubridade Ambiental - (ISA), desenvolvido pela Câmara Técnica de Planejamento do Conselho Estadual de Saneamento no Estado de São Paulo (CONESAN), em 1999. O ISA permite verificar as condições de salubridade em âmbito municipal, identificar e avaliar as condições de saneamento de cada município de maneira uniforme. Diante da necessidade de conhecer melhor a realidade dos municípios de pequeno porte quanto aos serviços de saneamento e a salubridade ambiental, esse artigo visou discutir e propor um modelo de ISA que possa servir de base para a elaboração de Planos Municipais de Saneamento Básico - PMSBs e políticas públicas específicas voltadas a estes municípios A metodologia aplicada envolveu revisão bibliográfica; coleta de dados; adaptação do ISA CONESAN para criar o modelo do Indicador de Salubridade Ambiental para municípios de pequeno porte - ISA/MPP, estruturação dos indicadores e planilhas de cálculo; e teste de aplicação do modelo criado em municípios paraibanos. O ISA/MPP mostrou-se viável tanto ao contexto dos municípios de pequeno porte como ao dos municípios de grande porte. As adaptações propostas conseguiram atender a necessidade de incluir dados acessíveis e indicadores que considerassem peculiaridades dos municípios de pequeno porte.
A exploração dos recursos naturais reflete diretamente em alterações nos usos e ocupações do solo no Brasil. O desmatamento é uma das consequências dessa exploração, que tem impactado negativamente os Biomas, a biodiversidade, o clima local e global. O avanço das geotecnologias tem possibilitado o surgimento de grandes aliados para o monitoramento de áreas degradadas no Brasil e no mundo. Foi nesse contexto que surgiu o MapBiomas Alerta, um sistema de validação e refinamento de alertas de desmatamento, degradação e regeneração de vegetação nativa com imagens de alta resolução. Esse artigo tem como objetivo geral analisar essa ferramenta de alertas de desmatamento: descrever como funciona o MapBiomas Alerta; estudo de caso do município que apresentou a maior área desmatada no Brasil (2018 - 2021); e abordar as principais contribuições do MapBiomas Alerta. A metodologia proposta tem uma abordagem qualitativa da ferramenta em estudo, visa analisar, descrever, explicar e demonstrar como ela funciona e suas potencialidades de uso para a gestão ambiental. Os resultados demonstram a gravidade da situação do desmatamento no Brasil, com um total de área degradada nos últimos anos, que corresponde aproximadamente ao tamanho do estado de Alagoas. Sendo o Bioma da Amazônia o mais afetado, com o estado do Pará e o município de Altamira-PA com a maior concentração de alertas e de áreas desmatadas. As contribuições do MapBiomas Alerta são de grande relevância para o monitoramento do desmatamento no território brasileiro e para a acessibilidade desses dados.
O processo de uso e ocupação do solo, no Brasil, é marcado por uma intensa redução da cobertura natural e interferências antrópicas nos diversos ecossistemas, que estão distribuídos nos Biomas brasileiros: Mata Atlântica, Caatinga, Cerrado, Amazônia, Pantanal e Pampa. Atualmente, a abordagem sobre a necessidade de conservação e recuperação dos ecossistemas tem se fortalecido, no âmbito nacional e internacional, com a criação de instrumentos econômicos, que auxiliam na gestão ambiental. Esse artigo visa discutir o instrumento de Pagamento por Serviços Ambientais (PSA) no Brasil, por meio de uma abordagem sobre os seus Aspectos Legais, no âmbito Federal e Estadual, no contexto das cinco Regiões Geográficas: Norte, Nordeste, Centro-Oeste, Sul e Sudeste. Além disso, apresenta o processo de estruturação de acordos para que seja possível compreender como esse instrumento econômico pode contribuir para a conservação e restauração de ecossistemas por meio de Programas de Pagamentos por Serviços Ambientais, que apoiam a manutenção de serviços ecossistêmicos a partir de ações antrópicas. A metodologia adotada foi de revisão bibliográfica de artigos, manuais, teses acadêmicas e das legislações brasileiras que dispõem sobre o instrumento econômico de Pagamentos por Serviços Ambientais. Os resultados e discussões demonstraram que mesmo sem uma Política Nacional de Pagamento por Serviços Ambientais (PNPSA), muitos estados brasileiros desenvolveram suas Políticas Estaduais de Pagamentos por Serviços Ambientais (PEPSA). No entanto, o PSA ainda é pouco aplicado em algumas Regiões brasileiras que apresentam um grande potencial para o desenvolvimento de acordos, como é o caso do Nordeste.
