El texto tiene como interés principal explorar las creencias del profesorado acerca de lo que significan la escuela, la educación formal y su función como docentes en el contexto regional fronterizo del norte de México. Suponemos que estos aspectos son definitorios de las propuestas para la modernización educativa, base de las recientes políticas educativas nacionales. Se conciben las creencias como disposiciones de los sujetos a actuar de cierta manera y no de otra, según situaciones particulares. Mediante una aproximación descriptiva analizamos algunas creencias y opiniones del profesorado de Tijuana y señalamos que las creencias tradicionales y de sentido común, así como los paradigmas positivista y conductista siguen orientando muchas de sus prácticas cotidianas, mezcladas contradictoriamente con los discursos derivados de los cambios realizados en planes y programas que promueven enfoques constructivistas, reflexivos y críticos. Se concluye que el estudio de las creencias es relevante para conocer y comprender la manera de utilizar este conocimiento con objeto de idear mecanismos que conduzcan a generar creencias compartidas, como sustento de la redefinición de responsabilidades y el establecimiento de metas comunes.
En este trabajo se presenta un análisis del itinerario del concepto de justicia educativa en México, que abarca de mediados de los años sesenta del siglo XX hasta la primera década del siglo XXI. A partir de una perspectiva apoyada en la historia conceptual y en planteamientos sobre la externalización del enfoque de educación comparada, se subraya que durante la década de 1990 asistimos a una re-emergencia y sedimentación del concepto de justicia educativa, tanto en el ámbito académico como en los discursos oficiales, la cual se explica, entre otras razones, debido a las crecientes desigualdades sociales y escolares, así como debido a los procesos de externalización de los discursos nacionales, que han propiciado una hibridación original, la cual apunta hacia una renovación del optimismo en las escuelas y en la posibilidad de sociedades más justas o simplemente menos injustas.
El objetivo del estudio es analizar los principios que subyacen a la distribución de becas en el nivel medio superior en México, especialmente por género, por monto y por tipo. Se argumenta sobre la hipótesis de que han sido dos los principios que han guiado la política de becas: un enfoque de género reducido y equívoco que hace equivaler género con mujeres y un principio de distribución simplificado y contradictorio fincado sólo en dar un paliativo que mezcla asuntos de mérito y necesidad.
A partir de la epistemología social de Popkewitz, propongo una lectura en torno a dos problemáticas ligadas a los programas educativos compensatorios: una examina directamente cuestiones de representación y acceso de individuos y grupos a las prácticas educativas y sociales; la otra problemática está centrada en las normas y las diferencias imbricadas en la política educativa y en la investigación educativa de las últimas dos décadas, que dan por supuesto que los programas educativos compensatorios son una práctica para producir una sociedad inclusiva. Pretendo mostrar que hay un “doble gesto” en el reconocimiento de necesidades especiales y de poblaciones que requieren estrategias particulares para ser incluidas. Éste consiste en que el mismo sistema de argumentos que diferencia a los excluidos está formado por reglas, normas y valores, no dichos, de lo que es clasificado como “normal”, y que ambos son aspectos coexistentes de un mismo fenómeno, y no opuestos.
El trabajo presenta un análisis comparativo en relación con la emergencia de los estudios sobre desigualdades educativas en México y Argentina, entre las décadas de 1950 y 1960. Como base teórica y metodológica se utiliza una perspectiva comparativa, a partir de la cual se trazan similitudes y diferencias entre ambos países. Como puntos relevantes, se destaca la convergencia en las racionalidades que subyacen a los estudios emergentes sobre desigualdades educativas, así como la relevancia de las transferencias discursivas entre ciertos organismos internacionales y las producciones nacionales, ambos hechos hacen singulares y significativos a cada a caso.
