Si les mesures proposées dans le prolongement du rapport Gallois semblent aller dans le bon sens, cet article suggère que l’accent doit être mis sur les secteurs où la France possède des avantages comparatifs, au sens de l’économiste britannique David Ricardo. L’analyse de la filière bois, de la filière portuaire et de celle du tourisme illustre que c’est par une meilleure exploitation de ces avantages que le commerce extérieur français pourra sortir de l’ornière.
