La gestión de riesgos en Lima se hace a través de acciones puntuales, tanto espacial como sectorialmente. Esto se explica en parte por la ausencia de gestión metropolitana de la ciudad y por la fragmentación de las políticas públicas. Por ende, las acciones de gestión de riesgos se hacen esencialmente en función de movilizaciones locales, de conflictos puntuales o de apoyos de instituciones exteriores. Este artículo propone analizar una serie de acciones realizadas según las oportunidades de financiamiento o de movilización de los actores locales. Propone un panorama no exhaustivo de experiencias de gestión de riesgos en Lima y busca identificar actores, territorios y mecanismos puestos en práctica. De este modo, nos ofrece elementos de reflexión sobre las modalidades de gestión de riesgos y sobre los desafíos de la implementación de una política de gestión del riesgo a escala de la aglomeración urbana de Lima/Callao.
Les questions posées par la gestion d'une crise majeure sur un territoire urbain, comme celle que pourrait provoquer un séisme ou un tsunami de grande amplitude à Lima, constituent une problématique peu abordée par la géographie. C'est pourquoi l'équipe de recherche PACIVUR de l'IRD, dans le cadre du projet SIRAD, a posé l'hypothèse que la gestion d'une situation de crise sur un territoire consistait, d'un point de vue spatial et territorial, à mettre en relation les lieux affectés par la catastrophe et les lieux qui disposent des ressources permettant de secourir les premiers. À partir de cette hypothèse, la recherche réalisée à Lima a consisté à construire une base de données géoréférencées sur les ressources de gestion de crise, puis à analyser leur vulnérabilité et leur répartition sur le territoire par rapport à la localisation des espaces les plus vulnérables (qui auront donc potentiellement besoin de secours). Cette approche permet d'identifier les lieux critiques lors d'une situation d'urgence et de mettre à jour la vulnérabilité du système de gestion de crise
El artículo presenta un analisis de eventos, accidentes y desastres de origen natural y antrópico, que han afectado a La Paz, Lima y Quito entre 1970 y 2007. Este análisis permite conocer mejor las condiciones de vulnerabilidad de las tres capitales e intentar una comparación entre ellas. Las tres han sido frecuentemente perturbadas y dañadas sin haber conocido un evento de gran amplitud durante las últimas décadas. Sin embargo, estas ciudades presentan perfiles diferentes en lo que se refiere al origen de los eventos ocurridos. Aunque la distinción entre los factores naturales y los antrópicos sea a menudo muy difícil de realizar, es posible distinguir tendencias generales. Más bien de origen antrópico en Lima, los eventos están más ligados a factores de origen natural en La Paz, mientras que Quito presenta una situación más equilibrada. Esta distinción que las bases de datos tienden a favorecer, no esconde, sin embargo, la dificultad del estudio de eventos en un medio tan complejo como es el medio urbano. El artículo también busca reflexionar sobre las informaciones que permiten este análisis y sobre la postura tomada y las insuficiencias de las bases de datos existentes.
