El presente trabajo discute el Índice de Desarrollo Humano (IDH) como indicador del desarrollo y plantea la inclusión de ámbitos adicionales para crear un paisaje de indicadores. Se procede a diagnosticar procesos de desarrollo desigual discutidos en la literatura y se analiza críticamente la evolución de distintos indicadores de desarrollo. Para los 46 municipios del estado de Guanajuato, México, se lleva a cabo un mapeo de indicadores en los siguientes diez ámbitos: educación, salud, ingresos, población, trabajo, vivienda, desarrollo agropecuario y ruralidad, infraestructura social, finanzas públicas y ocupación sectorial. Cuando se entrelazan los indicadores se revelan interconexiones entre estos ámbitos en el proceso del desarrollo desigual, se ilustra la utilidad de emplear herramientas estadísticas como el análisis de correlación. El análisis de componentes principales se aplica para jerarquizar a los municipios según su nivel de desarrollo. Se concluye que el desarrollo del estado es un proceso altamente desigual que probablemente contribuye a la baja calificación del IDH.
According to economists and financiers of multilateral organizations, banks and consultancies, "Public Private Partnerships" are the answer to traditional inefficiencies in infrastructure procurement, providing "Value for Money (VfM)." While that proposition requires corroboration, so does the reliability of the methodology underlying the measurement of it, especially before project implementation with a view to improving current investment decisions, but also after, to appraise impact and improve future infrastructure procurement. Based on a review of the international literature on infrastructure evaluation together with direct experience by the author of Mexican procurement, the article makes specific recommendations for rebalancing the economic measurement of risk and VfM. It does so by including missing risks, flexibility and stakeholders in the VfM calculation. The proposal is timely considering the erosion of public confidence in the VfM methodology and the inclination of stakeholders to avoid appraisal obligations and public scrutiny.
En este trabajo se presenta un panorama de la industria turística mexicana que incluye un análisis de las tendencias y la competitividad del sector en el contexto de la aplicación del Programa Nacional de Pueblos Mágicos. Se desarrolla un modelo econométrico con el fin de analizar el comportamiento del gasto de los visitantes a los Pueblos Mágicos del Estado de Guanajuato. Los coeficientes del modelo son estimados con una base de datos de la Secretaría de Turismo del Estado de Guanajuato. La información se generó a partir de una encuesta aplicada en los cinco Pueblos Mágicos de esa entidad en el año 2013. El modelo permite estimar elasticidades de los factores de impacto y generar niveles de referencia de gasto en diferentes escenarios. El modelo se plantea como una regresión log-lineal con variables explicativas que capturan características sociodemográficas y de hábitos de viaje. Tomando en cuenta los resultados del modelo, se discuten estrategias para estimular el crecimiento de la demanda turística en estos Pueblos Mágicos.
Este artigo apresenta uma discussão sobre a competitividade e a mobilidade turística dos destinos turísticos no estado de Guanajuato, México, no contexto do turismo cultural. Isso é feito por meio da aplicação de um modelo de regressão logística para caracterizar a probabilidade de mobilidade entre destinos turísticos do estado (os destinos tradicionais e cinco vilas mágicas) mediante a seleção de um conjunto de fatores explicativos usando dados reais do ano de 2013. Baseando-se nesses dados e a aplicação do modelo, são questionadas a teoria e a prática da competitividade, bem como o transporte a fim de sugerir algumas recomendações no que concerne ao eventual desenvolvimento de parcerias e coalizões entre diferentes destinos no estado mexicano de Guanajuato. A experiência ensina que a concepção e implementação do programa é um desafio e a experiência pode fornecer aprendizagems para programas similares implementados em diferentes países da América Latina.
