The deployment of artificial intelligence (AI) technologies is proliferating on the
African continent, but policy responses are still at their early stages. This article
provides an overview of the main elements of AI deployment in Africa, AI’s core
benefits and challenges in African settings, and AI’s core policy dimensions for the
continent. It is argued that for AI to build, rather than undermine, socio-economic
inclusion in African settings, policymakers need to be cognisant of the following
key dimensions: gender equity, cultural and linguistic diversity, and labour
market shifts.
For several years, research at the Max Planck Institute for Intellectual Property and Competition Law (MPI) - in collaboration with experts from all over the world - has examined the trend of bilateral and regional agreements that include provisions on the protection and enforcement of intellectual property (IP) rights. By building on this research, the following principles – express core concerns regarding the use of IP provisions as a bargaining chip in international trade negotiations, the increasing comprehensiveness of international IP rules and the lack of transparency and inclusiveness in the negotiating process; and – recommend international rules and procedures that can achieve a better, mutually advantageous and balanced regulation of international IP. These principles emanate from several consultations within the MPI and especially from a workshop that was held with external experts in October 2012 in Munich, Germany. They represent the views of those first signatories and are open to signature by scholars who share the objectives of the Principles
The decoupling of biological information from its material source has changed debates about global access and benefit sharing (ABS) of genetic resources. What does the digitization of biological information imply for genetic resources of proven and potential value? What implications does digital sequence information (DSI) have for individuals and groups, who have invested time and effort in augmenting and refining valuable characteristics in genetic resources? Stakeholders discussing this issue in various international fora unanimously acknowledge there are currently more questions than answers. Online digital publicly accessible resources represent a transformative technological shift, resulting in intellectual property governance gaps. This article provides interdisciplinary perspectives on options available to governments to continue advancing the goals of ABS, when physical access to genetic resources is no longer needed because DSI is readily accessible. It envisions four governance scenarios.
