Este trabajo presenta los resultados de investigación del Semillero de Problemas Urbanos Contemporáneos en el sector urbano Altos de la Estancia, en Bogotá, Colombia, durante el confinamiento que impuso el gobierno distrital para frenar los contagios por SARS-CoV-2. Durante dos meses de intervención en el lugar, mayo y junio de 2020, se realizaron entrevistas semiestructuradas y visitas de campo para documentar la dinámica de desalojo de residentes de Altos de la Estancia. Se encontró que corresponde a un proceso de desposesión no solo debido a las medidas de protección sanitaria impuestas en la coyuntura del COVID-19, sino a una larga historia de desplazamientos sociales de campesinos en el contexto de la violencia y también a las barreras de las políticas de producción de vivienda social en Colombia. A lo largo del artículo se plantean las problemáticas que los habitantes de Altos de la Estancia han sufrido en más de una ocasión por los efectos perversos del despojo. Primero, cuando fueron desplazados por grupos guerrilleros y paramilitares desde la década de 1980 y obligados a trasladarse desde sus tierras campesinas hasta la ciudad. Posteriormente, al llegar a la ciudad, no obtuvieron una respuesta clara del gobierno para acceder a viviendas sociales y, por último, cuando decidieron de manera informal acceder a lotes ofertados por tierreros. La investigación encuentra que estos actores informales, junto con el gobierno, han convertido a la vivienda social en una mercancía con la que se puede especular para el beneficio privado.
La vivienda en propiedad es una garantía simbólica y material de movilidad social para los hogares latinoamericanos, al punto que otras modalidades de tenencia de vivienda como el arrendamiento es relegada del mercado y las políticas públicas. Para países como Colombia, el segmento de vivienda en arriendo representa la solución habitacional para la mitad de la población, una condición que se ha fortalecido en el último lustro con la inmigración masiva de venezolanos hacia los principales centros urbanos del país. En Bogotá la alta demanda de vivienda en arriendo en los barrios informales ha estimulado el precio de los alquileres al alza, favoreciendo a los propietarios e indirectamente al mercado de vivienda de interés social.En el presente artículo se busca exponer las dificultades que experimentan las familias inmigrantes venezolanas en su búsqueda por acceder a la vivienda en alquiler en los barrios informales de la ciudad donde el costo de vida puede ser más accesible, pero deben enfrentarse a la falta de regulación de precios, también a la segregación y discriminación por su país de origen, viviendo no solo la violencia y señalamiento de las instituciones Estatales, también la estigmatización de los habitantes de los barrios igualmente segregados.
