Desde mediados de la década de los noventa del siglo pasado, los temas que dominaron los debates internacionales acerca de la educación superior, expresados en documentos, estudios y deliberaciones de organismos globales dedicados al tema, fueron los relacionados con la evaluación y tópicos conexos como la calidad, la responsabilidad, la pertinencia y la presentación de cuentas a la sociedad de esas instituciones. Otro gran eje fue, por supuesto, la accesibilidad, la equidad y el dilema planteado entre la tendencia a la privatización y la opción de la universidad pública, que muchos investigadores señalaban como un tópico que debía encender las alarmas de una concepción democrática.
El concepto de industria que hoy en día se conoce tiene su origen en los talleres artesanales, donde las personas ideaban sus propias soluciones a partir de las habilidades que iban desarrollando a lo largo su vida y las ponían a disposición de las personas que se encontraban en su entorno. Estos talleres fueron creciendo, convirtiéndose en talleres más complejos donde, aunque el proceso seguía siendo artesanal, ya la producción podía abastecer a muchas más personas y se comenzaban a desarrollar herramientas que ayudaran en el desarrollo de las tareas.
