This study estimates the determinants of the elasticities of private investment and total investment for the Brazilian economy for the period between 1960 and 2013. It uses a Bayesian model averaging and weighted-average least-squares approach with a flexible accelerator model of investment equation and Kalman filtering techniques. We conclude that the aggregate infrastructure index (taken from the main component analysis) and public investment crowd-in private investment. The results indicate that private investment is constrained by the availability of bank credit. Furthermore, we find that infrastructure stock and public investment are two of the main determinants of the elasticities of private investment. This demonstrates that public investment, mainly in infrastructure, is of great importance in raising the sensitivity of private investment in the Brazilian economy.
RESUMO A literatura econômica destaca as externalidades positivas dos gastos em infraestrutura sobre o crescimento das economias. Este artigo, de cunho teórico, se baseia em alguns dos principais insights da Escola Pós-Keynesiana relacionados ao investimento com dois objetivos: i) explicitar as interações entre infraestrutura, convenções, expectativas e investimento agregado privado, sintetizadas naquilo que Keynes denominou investimento tecnicamente social; e ii) demonstrar que as descontinuidades no investimento em infraestrutura reduzem as sensibilidades do investimento agregado privado em relação aos seus determinantes, com implicações para a política econômica. Na literatura Pós-Keynesiana, o investimento privado é volátil e sensível a mudanças de convenções e expectativas. Mostramos que os gastos em infraestrutura estimulam os investimentos privados porque reduzem a incerteza e coordenam o surgimento de convenções e expectativas privadas favoráveis ao investimento.
Resumo Este artigo desenvolve, com base na perspectiva pós-keynesiana, a hipótese de que a deterioração da infraestrutura de um país inibe o investimento privado e reduz suas sensibilidades em relação aos seus determinantes, como a taxa de juros real, crédito, taxa de câmbio real, investimento público e infraestrutura. A hipótese é testada para o período 1985-2013 para seis economias da América Latina, empregando os estimadores dynamic fixed effects, pooled mean group e cross sectionally augmented pooled mean group em um painel dinâmico heterogêneo. Os resultados indicam o impacto positivo da infraestrutura sobre a formação de capital privado. Sugerem também que a deterioração do estoque de infraestrutura promove quedas na sensibilidade do investimento privado em relação aos seus determinantes, o que reduz a potência da política econômica em estimular o investimento privado via mudanças em seus determinantes.
