Este artigo analisa a efetividade dos programas de investimento em infraestrutura de transporte do Estado de Goiás que, devido a sua localização geográfica, tende a impactar diretamente no desenvolvimento do país. Destaca os planejamentos para investimentos na infraestrutura rodoviária, aérea e ferroviária nesta região durante o período de 2006 a 2014. Apresenta dado obtido junto ao Portal da Transparência do Estado de Goiás, Secretaria de Estado de Gestão e Planejamento de Goiás, Portal Brasil, Programa de Investimento em Logística e Instituto Mauro Borges. Por fim, demonstra falhas na capacidade da execução orçamentária, comprometendo, o aumento do investimento em infraestrutura logística com reflexos no desenvolvimento nacional.

This article analyzes the policies in support of local productive arrangements (APLs) in Brazil and delineate the prospectives for a new generation of APLs considering the National Plan for Regional Development. The analysis is based on literary revisit the productive agglomeration theory from the perspective of innovation. Makes an examination of APLs policy experiences in Brazil. Presents the second generation of APLs with their methodological reformulations in a regional development context. Este artigo analisa a importância da construção da Ferrovia de Integração do Centro-Oeste (FICO) para a economia do Cerrado. Destaca a evolução do transporte ferroviário brasileiro e sua retomada no contexto atual do desenvolvimento econômico do país. Enfatiza a programação de investimentos em infraestrutura no Brasil, que precisa ser muito bem definida do ponto de vista econômico e social para minorar numerosos pontos de estrangulamento do desenvolvimento nacional. Apresenta a construção da FICO e de sua integração com as malhas ferroviárias brasileiras como contribuição para o aumento e o escoamento da produção agropecuária desta parte da região do Centro-Oeste. Por fim, recomenda uma agenda de desenvolvimento regional que possa integrar, de forma eficiente, a ferrovia com as forças produtivas e sociais da região em questão.Código JEL | L92; O18; R58.

Objectives: this theoretical essay aims to present classic and contemporary fundamentals of the optimal tax theory (OTT) and to problematize its presence and possibilities in the scenario of tax policy in Brazil. Context: such objectives are located in the contemporary context that discusses tax reforms aimed at efficient and socially responsible public management. Methods: after surveying the state of knowledge of optimal taxation in Brazil, and from the perspective of economics and political law, we sought to identify secondary data on tax distribution in Organization for Economic Co-operation and Development (OECD) countries in relational analysis with data from Brazil. Results: the text draws attention to the fact that OTT is able to bring social issues to the discussion of public tax management policies in a structured way, with the perspective of inclusion and social responsibility, based on the importance of different treatment of economic agents, physical and legal, based on their needs and possibilities. Conclusion: it is concluded that, like in other countries, OTT is present in the Brazilian debate expressing as possible and necessary to advance in a tax policy that responds to the needs of public collection articulated and reconciled to social well-being through responsible management, modern and transparent.

Sugarcane is an important crop in Brazil. The objective of this work was to evaluate the expansion areas, especially in the state of Goiás, in order to contribute to the understanding of sugarcane agribusiness. In the methodology used, data were obtained from IBGE and from ÚNICA and other sources, from 1980 to 2020. The results showed that in the Cerrado, especially in the states of Goiás and Mato Grosso do Sul, there has been an expansion of sugarcane areas since the end of the last century, but that it was optimized in the mid-2000s. These are located predominantly in the southern region of Goiás, particularly in the southwest micro regions; Quirinópolis, Meia Ponte and Vale do Rio dos Bois. One fact to highlight is that the expansion occurs preferably in areas of grain cultivation and supplementary pasture, in fertile soils and with the use of technology.

This article analyses the effect of replacing food crops with sugarcane in Goiás, according to mesoregions, between 2013 and 2020. The research intends to contribute to the discussion about the themes related to the changes that have occurred in the areas under plantation, production, and the value of sugarcane, rice, beans, corn, and soybeans. The database used is taken from IBGE's Municipal Livestock Production Survey. The results indicate that there was a rapid expansion of sugarcane production, which followed a similar direction as corn and soybeans, but with beans maintaining a very slow production rate. Sugarcane production is heavily concentrated in a single mesoregion of Goiás, which highlights a series of alerts regarding the spatial heterogeneity of this crop's production. The work concludes that there are strong indications that sugarcane is substituting rice production, but the same has not happened with beans.
