PurposeThe purpose of this paper is to explore the contribution of the public component of Klockars’ and Kutnjak‐Ivkovic's organizational theory of police integrity to the understanding of police integrity.Design/methodology/approachThe study employs a modified survey derived from “The Measurement of Police Integrity,” instrument developed by Klockars et al. Participants are constituted by a convenience sample of first‐year social studies students at the University of KwaZulu‐Natal (n=186) and 160 South African Police Service (SAPS) non‐commissioned officers throughout Gauteng Province, Republic of South Africa.FindingsOverall, the data present a mixed picture of integrity in the SAPS. The current study is certainly suggestive that the SAPS faces serious challenges to establishing and sustaining integrity and that based on either absolutist or normative criteria, the organization falls below desired levels of professional integrity. However, there are also indications that a significant proportion of officers will support efforts of the organization to establish and maintain professional standards of integrity.Practical implicationsThe findings, focused on non‐commissioned officers, contribute to a growing body of research across all levels of the SAPS. In addition, the research compares results from a non‐police sample, helping to contextualize the concept of integrity as it exists within the SAPS. More immediate implications relate to the potential for the development of a broad‐based integrity plan for the SAPS as a whole.Originality/valuePrevious research employing police only samples has concluded that the SAPS is an integrity‐challenged organization. While the present study agrees that the SAPS faces significant integrity challenges, the use of a comparative non‐policing sample also suggests that the Service is having some success in establishing integrity standards, at least in regard to lower level violations of organizational ethical standards.

ABSTRACT The Constitution of the Republic of South Africa, Act 108 of 1996, demands a fundamental reassessment and transformation of the nature and style of policing in South Africa. Based on a representative sample (N=1453) of newcomers in the South African Police Service, this article compares the presence of police culture thematic attitudes of male and female newcomers upon their arrival for basic training. The results indicate that female newcomers arrive for training with stronger attitudes in support of police culture solidarity, isolation and cynicism compared with their male counterparts who militate against the effective adoption of a community policing philosophy in South Africa.
Virtually a decade of Boko Haram terrorism in Nigeria has described the Islamist Jihadist as the most notorious and intractable insurgent group that has ever featured in the country, because they have irrepressibly posed great threats to national security by destructively attacking organizations, both local and international, and laying viable foundation for immanent underdevelopment of the Nigerian state. The study adopted a qualitative methodological approach of one-on-one semi-structured in-depth interviews to examine the phenomenon within a functionalist and ethno methodologist frame work. The findings suggest community policing approach, among other preventive policy recommendations, as a new paradigm shift in counterterrorism strategy to resolve the crisis in Nigeria, as well as, prevent future occurrence of such menace in this part of sub-Saharan Africa.
There have been widespread assumptions across the globe that the root cause of Boko Haram terrorism in Nigeria is religious rather than socio-economic. An investigation into this dichotomy allowed this study to fully demonstrate that the root cause of Boko Haram's terrorist actions emanates from the non-fulfilment of socio-economic goals that are prompted by the violation of fundamental human rights, corruption, poverty, unconstitutional and undemocratic practices in the northern part of the Nigerian state. To achieve its aim of establishing the root cause of the terrorism crisis in the latter country, the study critically appraised the socioeconomic context of the insurgency by adopting one-on-one in-depth interviews involving forty (40) participants to interrogate the phenomenon. Empirical evidence from the study demonstrated that the evolution of Boko Haram terrorism was a response to socio-economic phlebotomy, political and moral putrescence and the dehumanization of people that stem from a combination of decades of mismanagement and pervasive corruption by various Nigerian leaders. The study concludes that, as long as the endemic socio-economic problems caused by global capitalism vis-a-vis unequal hegemonic power exchange as expressed in socio-political, ethno-religious and cultural forms persist in the Nigerian society, the terrorism insurgency will recur and remain an inevitable enterprise and indeed a normal social reaction to every undesirable state of affairs. Based on the findings, the study urges the need for the amelioration of the conditions of the vast majority of the Nigerian populace by making socio-economic facilities available to them through the political state.
