Depuis plus de vingt ans, les campagnes de Haute-Normandie se repeuplent. La croissance démographique rurale a connu son apogée pendant la décennie 1970-1980. Depuis, on remarque un certain fléchissement global du dynamisme démographique de l'espace rural, surtout sensible dans les périphéries urbaines. C'est notamment le cas autour de Rouen, plus particulièrement à une distance moyenne de la ville, entre 15 et 20 kilomètres du centre. L'exemple de trois communes situées sur les plateaux au Nord-Est de Rouen, Roncherolles-sur-le-Vivier, Préaux et Catenay, permet d'en comprendre les raisons, ainsi que de dresser le bilan de vingt ans de rurbanisation. Celui-ci est plutôt favorable. La ville a "exporté" dans les campagnes voisines ses classes moyennes, non ses problèmes sociaux.
Résumé. - Dans la basse vallée de la Seine, une politique agri-environnementale a été expérimentée depuis 1992 pour préserver les prairies humides du lit majeur du fleuve. La procédure (opération groupée d'aménagement foncier au titre de «l'article 19»), antérieure aux mesures agri-environnementales d'accompagnement de la réforme de la PAC, est d'abord présentée dans son cadre géographique. Dans un deuxième temps, l'examen de la carte de localisation des parcelles qui ont fait l'objet d'un contrat montre qu'elles sont loin de couvrir tout le périmètre éligible. Les explications sont alors fournies et complétées par une étude approfondie des agriculteurs contractants. Pour finir, un bilan est fourni à titre provisoire, l'opération devant être menée à son terme seulement en 1997. Le constat est plutôt positif, mais non dépourvu d'interrogations quant à l'avenir.
