Non loin de Dakar (Sénégal), le lieu aujourd’hui connu sous le nom de Sebi Ponty fut choisi à deux reprises pour héberger d’ambitieux projets d’éducation : l’École William Ponty et plus récemment l’Université du Futur africain. Ces projets, conçus pour stimuler le développement économique, ne remplirent pas leurs promesses, mais les lieux portent encore la marque de leurs infrastructures laissées en état de ruine. Nous exhumons ici les visions afro-utopistes du futur qui ont sous-tendu ces projets ainsi que les afro-nostalgies qu’ils ont suscitées, ce qui nous permettra de mettre au jour le palimpseste des temporalités à l’œuvre à Sebi Ponty.
Cet article examine la question des restitutions de propriétés urbaines, comprises comme un espace de négociation de l'autorité politique et de production de l'État. À partir d'observations ethnographiques conduites dans la ville de Jigjiga en Éthiopie, il revient sur le rôle des différentes catégories liées à la propriété légale et à la citoyenneté ethnique dans l'accès au foncier et à la propriété en situation de post conflit. L'article offre ainsi une illustration des façons dont les catégories légales se trouvent enchevêtrées dans des ordres normatifs pluriels participant au règlement des cas de restitutions de propriétés et déterminant le (re)façonnage des relations de propriété. Il montre également comment les catégories de propriété légale et de citoyenneté ethnique, bien que codifiées au sein d'un cadre légal commun, sont susceptibles de renfermer des mécanismes antagonistes à la fois d'accès et d'exclusion. Plus généralement, il s'agit de s'interroger sur les ambiguïtés inhérentes aux processus de formation de l'État et sur les dynamiques complexes en oeuvre aux marges de celui ci.
En se focalisant sur les entreprises publiques chinoises (EPC) de construction au Ghana, cet article montre que les différences observables dans les comportements économiques et les niveaux de développement de ces entreprises ne se jouent pas essentiellement dans leur rapport à l’État chinois. Les EPC qui enregistrent les meilleurs résultats en termes de développement économique et de comportement social responsable ne sont pas les plus grandes entreprises publiques en Chine, mais plutôt des EPC provinciales ou encore des groupes d’EPC moins stratégiques. Mais ce degré d’autonomie dont bénéficient les entreprises ne devient un facteur déterminant que lorsqu’il est corrélé au temps passé dans le pays d’accueil, source indispensable d’adaptation au contexte local – un fait souvent négligé dans l’analyse des relations Chine-Afrique. Les EPC au Ghana se sont progressivement transformées en entreprises locales, jouissant d’un fort degré d’indépendance sous la conduite de leurs directeurs de filiales.
