La crise malgache 2008-2013 ne s’inscrit pas comme un épisode accidentel et isolé de l’histoire de la Grande Île et des maux qui ont affecté ce pays depuis le xix e siècle. Les problèmes majeurs de la Grande Île, ceux qu’il lui faudra surmonter et vaincre pour retrouver les chemins de la croissance et d’un développement qui ne soit plus contrarié, s’appellent la mauvaise gouvernance, l’affairisme et le mauvais partage des richesses. Faute de mettre ces questions sur la table et d’y apporter des réponses, le risque pourrait être grand que cette sortie de crise ne conduise à une nouvelle implosion régressive (ou un énième « bond en arrière ») dans quelques années.
Le Sahel correspond à la zone immédiatement au sud du désert du Sahara, mais nombre de spécialistes restreignent l’espace sahélien aux cinq pays qui ont décidé en 2014 de constituer le G5 Sahel – Burkina Faso, Mali, Mauritanie, Niger, Tchad. La création du G5 Sahel en 2014 est liée à leur vulnérabilité commune face aux défis sécuritaires et de développement. La prise de contrôle de deux tiers du territoire malien par les mouvements terroristes a entraîné une prise de conscience internationale du risque de dégradation irréversible de la situation : il fallait donc impérativement éviter que la situation du Mali ne se propage à l’ensemble de la région et ne participe à la création d’un pôle de déstabilisation. Parmi ces acteurs, la France a depuis le début joué un rôle central avec la mobilisation rapide de ses forces armées afin de venir en aide à l’État malien, en espérant qu’à terme les Sahéliens soient à même de prendre leur destin en main.
