La majorité des maladies émergentes ou résurgentes qui ont été observées ces dernières décennies sont des zoonoses et celles-ci ont été parfois la cause de graves crises sanitaires, la pandémie due à la Covid-19 représentant une crise majeure qui ne connaît pas de précédent. Les facteurs favorisant l’émergence ou la résurgence d’une maladie sont très divers et parfois associés : agents pathogènes importés par des vecteurs (animaux de compagnie, oiseaux migrateurs, commerce international, etc…), modification de l’environnement (déforestation, travaux de terrassement, augmentation des zones éclairées, etc…), engouement pour de nombreuses espèces exotiques modifiant leurs écosystèmes en vue de leur commerce, voire de leur consommation, augmentation de la densité de la faune sauvage urbaine ou rurale, modification de nos relations avec l’animal (visites pédagogiques de fermes, nouveaux animaux de compagnie). L’important est de maintenir un écosystème favorable à tous, animaux sauvages ou domestiques et l’Homme. Il n’y a qu’une seule santé dans un seul monde où interviennent la médecine humaine, la médecine vétérinaire et l’environnement. L’Organisation mondiale de la santé animale (OIE) est une organisation intergouvernementale créée par l’Arrangement international du 25 janvier 1924, qui compte actuellement 167 Pays Membres. L’organisation est en relation permanente avec plus de 20 autres organisations internationales et régionales et dispose de représentations régionales dans tous les continents. Ses missions consistent à : • garantir la transparence de la situation des maladies animales dans le monde ; • collecter, analyser et diffuser l'information scientifique vétérinaire ; • apporter son expertise et stimuler la solidarité internationale pour contrôler les maladies animales ; • garantir la sécurité du commerce mondial en élaborant des normes sanitaires pour les échanges internationaux des animaux et de leurs produits, dans le cadre du mandat confié à l’OIE par l’Accord SPS de l’OMC ; • promouvoir le cadre juridique et les ressources des Services Vétérinaires ; • mieux garantir la sécurité sanitaire des aliments et promouvoir le bien-être animal en utilisant une approche scientifique. L’OIE élabore notamment des normes destinées aux Pays Membres pour se protéger de l’introduction de maladies, sans pour autant instaurer des barrières sanitaires injustifiées. Il s’agit en particulier du Code sanitaire pour les animaux terrestres, du Code sanitaire pour les animaux aquatiques, du Manuel des tests de diagnostic et des vaccins pour les animaux terrestres et du Manuel des tests de diagnostic pour les animaux aquatiques. Ces normes sont élaborées sur des bases scientifiques par des Commissions spécialisées élues et des groupes de travail regroupant les meilleurs experts scientifiques mondiaux dans les domaines concernés ; la plupart des experts sont issus du réseau des 170 Centres Collaborateurs et Laboratoires de Référence de l’OIE. Elles sont adoptées par l’Assemblée générale des Pays Membres qui se réunit chaque mois de mai à Paris. Les normes de l’OIE sont reconnues par l’OMC comme des règles sanitaires internationales de référence.
« Une seule Santé » consacre l’unité du vivant : le concept d’interdépendance des santés humaine et animale et de l’environnement, mis à l’épreuve par la pandémie de Covid-19, est au cœur de l’anticipation et de la maîtrise des crises à venir. Une vision holistique dont les principes peuvent être mis en œuvre dans l’entreprise dans le cadre de la maîtrise opérationnelle des risques : « une seule maîtrise » caractérise une approche intégrative centrée sur la prévention et la notion de respect des personnes, des produits et de l’environnement ; une approche globalisée, intégrée dans la culture de l’entreprise, permettant d’aborder d’éventuelles crises avec plus de sérénité grâce à une gestion prévisionnelle des risques.
