Pour des raisons diverses, l'institution policière a, jusqu'ici, peu retenu l'attention des politologues. On peut s'en étonner car il n'est pas difficile de montrer que le phénomène policier se trouve au cœur de l'organisation politique d'une société. Toutefois, une analyse plus précise révèle que les interventions de la police dans le fonctionnement d'un système politique peuvent prendre des formes très variables et se situer à des niveaux très divers de la réalité politique. Aussi, pour approfondir l'étude de la contribution de la police au fonctionnement politique d'une société, a-t-il paru utile de proposer une approche théorique qui tente de faire un recensement systématique de ces interventions.

Cette définition est apparemment simple, mais, si on l'examine de plus près, on constate qu'elle est beaucoup moins claire qu'il n'y paraît et qu'elle soulève toute une série de questions.C'est ainsi que la première incertitude apparaît lorsqu'on s'interroge sur ce qu'est un phénomène politique. On s'aperçoit alors que le mot apparemment banal de politique n'a pas une signification aussi évidente qu'on pourrait le penser. Il suffit, par exemple, de faire varier l'article précé-dant le mot politique pour constater des glissements de sens qui révèlent la polysémie de ce terme. Ainsi se révèle une première incertitude qui concerne la définition de l'objet de la science politique.En second lieu, si l'intitulé de ce texte parle de «science politique» au singulier, il n'est pas difficile de noter que cette terminologie est elle-même sujette à discussion. C'est ainsi que certains documents officiels parlent de «sciences politiques» au pluriel et que l'institution qui a été fondée en France après la Seconde Guerre mondiale pour favoriser le développe-ment de la discipline s'intitule Fondation «des» sciences politiques. Par ailleurs, un certain nombre de cours ou de manuels qui traitent des phénomènes politiques utilisent le terme de «sociologie politique». Par là apparaît un problème terminologique qui n'est pas dépourvu de signification et de conséquences.En troisième lieu, si l'on se rallie à l'expression «science politique», ses implications ne font pas l'unanimité et le terme de «science» appliqué à la connaissance des phénomènes politiques est parfois contesté, si bien que c'est alors l'existence de la science politique en tant que discipline «scientifique» qui se trouve mise en question.
