Un incroyable vent de liberté souffle sur le monde arabe. On ne peut qu’applaudir à cet appel à la démocratie et à la dignité. Les observateurs et les médias se sont largement focalisés sur ces aspects essentiels de la nouvelle « révolte arabe ». Cependant il est nécessaire de disposer de davantage d’éléments d’analyse pour tenter d’appréhender ce phénomène. Notre thèse est que la crise économique et financière mondiale a été le catalyseur de facteurs d’insatisfaction profonds et a brisé le pacte social pervers entre développement économique et régimes autoritaires. Face à cette lame de fonds, le soutien au changement politique ne suffit pas. Il est nécessaire d’envisager la mise en œuvre d’un véritable plan Marshall pour les pays non rentiers du monde arabe et la réorientation des politiques économiques avec les autres (car, comme le montre l’exemple libyen, personne ne sera épargné). Il en va de la sécurité de l’Europe d’être la porteuse d’une initiative à la hauteur d’un enjeu qui se jouera sur cinquante ans.
