According to theory and existing empirical results, heterogeneity in personal characteristics, with income variation being one of them, affects the marginal willingness to pay (WTP) for reducing fatal risk. In this study, the effect of income heterogeneity on the value of statistical life (VSL) in Taiwan through unconditional quantile regression analysis using the data collected by the “Manpower Utilization Survey” is investigated. The results of this empirical study show that the hedonic wage function that was constructed using empirical data from Taiwan was in line with the general form of non-linear function rather than the semi-log function that has been often used in previous studies, which should have great impact on the estimation of the VSL. The empirical results also show that the estimated VSL of Taiwanese labor varied with the difference in wages, which needs to be taken into account when discussing the public policies using VSL.
Without appropriate conservation action, coral reefs globally continue to degrade, causing declines in economic value. Therefore, their local conservation and quantifying its benefits become increasingly important. However, accurately measuring these values remains expensive or complicated. Leveraging digital survey tools, an interdisciplinary on-line survey was created to estimate willingness to pay (WTP) for coral reef conservation using pictures and ecological data. Using the contingent valuation method we estimate current values as well as changes in value due to restoration or degradation for coral ecosystems in the Kenting National Park (KNP) in Taiwan. Results suggest that conserving degraded coral reef ecosystems leads to larger gains in value than healthier ones. Average WTP estimates a non-market economic value of 680 million US$ per year for the whole KNP marine area. Despite potential self-reporting bias and limits on sample size, these values appear consistent with similar studies and suggest future economic sampling strategies for KNP.
Most meteorological information services in Taiwan are currently provided by the Central Weather Bureau, Ministry of Transportation and Communications. As agricultural production activities are sensitive to weather and climate conditions, meteorological information services are more important for agricultural decision-makers than those in other sectors. This study uses the contingent valuation method to estimate the economic value of meteorological information services in Taiwan for agricultural producers. We assess the agricultural producers’ willingness to pay (WTP) for the meteorological information services, conducting a national face-to-face survey of 400 registered farmers in 20 municipalities in Taiwan in 2013. The results show the adjusted WTP for every agricultural household each year with a 95% confidence interval which ranges from 56.06 US dollars to 90.92 US dollars. The inferred annual economic value of meteorological information services for agricultural producers in Taiwan is between 28.06 million US dollars and 45.51 million US dollars. Moreover, the agricultural producers’ subjective assessment of weather forecast accuracy, farm size, and first bid price significantly affect the amount agricultural producers are willing to pay for meteorological information services.
This article modifies the conventional two-stage DEA model to construct an analytical model for energy-related efficiency with undesirable outputs. Our proposed model relaxes the constraint that the inputs of the second process must come from the first process. As a result, our proposed model is more flexible than the original model in terms of the application of energy-related efficiency measurement analysis, and more policy implications may thus be provided by the decomposition of efficiencies for different processes. For demonstration purposes, the proposed model is applied to measure the energy use efficiency and the economic efficiency of 28 OECD countries during 2005 to 2007. The demonstration results reveal the following three findings. First, the average values of energy use efficiency are smaller than those of the average economic efficiency during the three-year period. It is shown that the OECD countries are only interested in economic development and are not concerned about energy use efficiency. Second, a tradeoff relationship exists between energy use efficiency and economic development for the OECD countries. Third, the differences of the initial carbon dioxide (CO 2 ) emissions from the optimal CO 2 emissions as well as the average economic efficiency increase year by year. These results indicate that the OECD countries still discharge too much CO 2 . Finally, this article establishes a managerial decision-making matrix to divide 28 OECD countries into different positions according to their energy use and economic efficiencies, and provides improvement suggestions to policy makers.
