Dentro de las consecuencias económicas que dejará la pandemia asociada a la COVID-19 se encuentra la transformación estructural de los sectores productivos de la región andina. En este documento se presenta el panorama sectorial que prevalecía en la región andina antes de la pandemia ocasionada por la COVID-19, y la estructura de empleo y productividad asociada a cada sector económico. Este análisis es relevante en función de las rígidas medidas de confinamiento implementadas por los gobiernos de la región, la gradualidad con la que estas medidas se irán levantando y la progresividad con que los diferentes sectores retomarían las operaciones, todo lo cual es de esperar que provoque un impacto sectorial diferenciado. En este sentido, presentamos proyecciones de crecimiento sectorial para 2020 a partir de un modelo de equilibrio general. Asimismo, se discute que la orientación al mercado externo es clave para anticipar la exposición al riesgo y las posibilidades de recuperación una vez superada la emergencia sanitaria, dados los desafíos que sectores vinculados al mercado externo, como el extractivo ya experimentaban antes de la pandemia, mientras que nuevos desafíos se imponen a sectores como turismo. Dado que muy pocos sectores experimentarían caídas menores al 5% en los escenarios más realistas, la rapidez de la recuperación y la sostenibilidad de esta dependerán de la dinamización de los sectores más productivos más afectados por la pandemia. Finalmente, los sectores productivos andinos necesitan transitar rápidamente hacia la transformación digital para adaptarse a la nueva normalidad y para evitar que las consecuencias económicas de la COVID-19 se prolonguen en el tiempo.

Uno de los mayores riesgos económicos asociados a la pandemia asociada a la COVID-19 en América Latina es la posibilidad de no supervivencia de una parte importante del parque empresarial. Esto podría darse como consecuencia de la disrupción en las cadenas de suministro introducidas por la adopción de medidas sanitarias que han decretado el cierre total o parcial de gran parte de las actividades económicas. Antes de la pandemia, las empresas de la región andina presentaban diversos niveles de preparación para este tipo de shocks, siendo las microempresas las más vulnerables. Adicionalmente, muy pocas empresas en la región andina contaban con buffers de liquidez suficientes para resistir períodos de paralización tan prolongados como el actual, por lo que el alargamiento de las medidas de contención ha hecho que incluso las empresas en mejor posición financiera comiencen a enfrentar problemas de liquidez. Ello justifica las medidas gubernamentales que se han venido implementando en la región para dotar de liquidez y proporcionar alivio financiero que les permita a las empresas sobrevivir el período de emergencia y retomar sus operaciones cuando las restricciones se levanten. En este artículo se estudia la situación en que la pandemia de la COVID-19 encontró a las empresas de la región andina en términos de preparación y resistencia. Se detallan también las medidas de apoyo empresarial que han implementado los gobiernos y se delinean algunas lecciones que se desprenden de la crisis actual en términos de fortalecimiento de la resiliencia empresarial a distorsiones severas en la oferta y la demanda.
Históricamente, la región andina se ha caracterizado por ser una región relativamente inestable en su desempeño económico, político y social. Algunos de los países que la integran han experimentado situaciones de insurgencia, cambios políticos radicales (con alguna dosis de autoritarismo) y recurrentes crisis económicas que hacen que el entorno se vuelva altamente problemático para el desarrollo de las empresas. Aun así, existen casos de firmas emblemáticas que, en medio de la alta incertidumbre, han sabido desarrollarse y crecer. El presente trabajo tiene como fin identificar las principales condiciones externas del entorno e internas de las organizaciones que se perciben como las de mayor impacto para el crecimiento histórico de 20 empresas emblemáticas seleccionadas en cinco países de la región andina.
