A divulgação de dados abertos governamentais segue uma tendência crescente nos últimos anos alcançando todas as esferas de governo. O objetivo do estudo é investigar a gestão de dados abertos governamentais e o alcance na prática dos objetivos esperados diante de sua disponibilização e publicação. Possui uma abordagem qualitativa, valendo-se da pesquisa documental para prospecção de dados e informações. Para tanto, optou-se, a partir de um modelo de referência internacional de adoção da gestão de dados abertos, o Open Data Charter, por efetuar comparativos dos planos de dados abertos publicados por quatro instituições públicas, sendo duas de abrangência nacional e outras duas de governos internacionais, visando a compreensão do nível de aderência destes planos aos princípios e objetivos dos DAG propostos no modelo de referência. Foram analisados os planos de dados abertos que estavam vigentes nessas instituições na data da coleta de dados, no ano de 2018. Os resultados permitem afirmar que ações relacionadas à participação comunitária e interações com a sociedade necessitam de fomento nos processos de gestão. O estudo contribui com um modelo de referência de dados abertos governamentais que atenda a demandas dos cidadãos por informações, transparência, melhores serviços públicos e espaços de participação na gestão pública.
