The Constitution ensures the uninterrupted continuity of the state also in the exceptional circumstances when state is faced with different national threats. The crisis management primarily is the task of the Cabinet of Ministers. If the Cabinet is unable to fulfil its duties, the functions of the Cabinet can also be performed by the Supreme Commander appointed by the President of State. Likewise, the President of State himself has the necessary reserve powers of the crisis management. The diplomatic service abroad has been granted the extraordinary powers to represent state power, should it be necessary. The Constitution is flexible enough to allow for an adequate constitutional response in the face of new threats. At the same time, multistage mechanisms built into the Constitution can ensure an existence of the effective state powers also in the exceptional circumstances.
After proclamation of the independence of the Republic of Latvia, it was necessary to create national legal system. In this context, every national legal system needs its own legal theory. Legal theory in the Latvian legal system was based on succession of the former Russian legal theory traditions. The leading legal minds of new Latvian legal system had graduated from the universities of Russian Empire and practiced law in the Russian legal system. They continued their work in the Republic of Latvia, contributing to the new legal system. Furthermore, they created necessary foundations for impressive development of legal theory in Latvia during the interwar period. Prospective development of legal theory was interrupted by Soviet and Nazi occupations, and only partly continued in the exile.
