This study presents a critical reflection about Social Assistance policy, based on considerations about funds allocated to this policy in the federal budget highlighting the years of 2005, a landmark for the establishment of the Single Social Assistance System (SUAS) and 2013, the last year for which data are available. Data from the General Controllers Office were used to obtain indicators of federal government investments in the field. The amounts were adjusted for inflation using the General Price Index, Internal Availability, provided by the Fundação Getúlio Vargas (IGP-DI/FGV). Finally, the study shows the current trends in social assistance programs, indicating the prevalence of income transfer programs to fight extreme poverty in a large context of state commitment to financial capital.
Resumo: Este trabalho apresenta uma reflexão sobre a Política de Assistência Social no contexto atual, salientando suas principais tendências na contemporaneidade, a partir da leitura do orçamento público da União. Para tanto, realizou-se pesquisa bibliográfica em autores que discutem criticamente a temática, bem como pesquisa em base de dados sobre o orçamento público federal. As análises apontam que a Política de Assistên-cia Social e seu arcabouço institucional com o Sistema Único de Assistência Social (SUAS) voltam-se às ações focalizadas de combate à pobreza, por intermédio dos programas de transferência de renda, o que gera fragilidades ao processo de implementação do SUAS, na perspectiva da configuração de sua função protetiva, tendo em vista uma gestão voltada à garantia dos direitos sociais de forma ampla e ao aprimoramento dos serviços socioassistenciais. Orçamento público federal -Brasil.Abstract: This paper presents a discussion on Social Welfare policy in the current context, stressing its main trends in modern times, based on the analyzes of the Federal Republic's public budget. We carried out a review of literature by authors who critically discuss the theme and a search in the federal public budget database. The analyzes points out that Social Welfare policy and its institutional framework with the Single System of Social Welfare (SUAS), has returned actions focused on combating poverty, by means of income transfer programs, and which leads to weaknesses in the SUAS implementation process, from the perspective of the configuring of their protective function, having in mind a management aimed to guarantee broad social rights and the improvement of Social Welfare Services.
