The problem of measuring efficiency in higher education is of increasing importance because of changes in socio-economic conditions and most notably rising enrolment rates.The article discusses problems of definition which occur in studying efficiency in higher education especially on a comparative basis. Illustrations are drawn from formulations of the problem in countries with different socio-economic and higher education systems.
