We assess the impact of photovoltaic power plants on the electricity supply curve in the Czech Republic. The merit order effect is estimated as the elasticity of electricity spot price with respect to change in supply of electricity from renewable sources. Data for the Czech electricity spot market from 2010 to 2015 are analyzed as this is the period with the steepest increase in a renewable generation capacity. The effect is estimated separately for solar and other renewable sources. We find a significant difference between these two groups. Our results show that based on hourly, daily and weekly data energy produced by Czech solar power plants does not decrease electricity spot price, creating double cost to the end consumer. However, the merit Order effect based on averaged daily and weekly data is shown to exist for other renewable sources excluding solar (mainly water and wind). This contributes to the conclusion that the Czech renewables policy that prefers solar to other renewable sources may be considered as suboptimal. Terms of use: Documents in

Se vstupem do Evropské unie (EU) musela Česká republika přijmout legislativu Společenství a podpořit obnovitelné zdroje energie (OZE). Výroba elektrické energie z fotovoltaických článků byla v České republice (ČR) ještě na přelomu druhého tisíciletí považována za ekonomicky nevýhodnou. Situaci výrazně změnil až zákon o OZE, který kodifi koval podporu fotovoltaiky a umožnil její rozvoj. Po výrazném navýšení garantované výkupní ceny, spolu s poklesem cen fotovoltaických komponent a posílením koruny po roce 2007, se fotovoltaika rychle stala pro investory zajímavým artiklem a český solární trh zažil do konce roku 2010 obrovský boom. Ke konci roku 2010 byla podpora na poslední chvíli razantně omezena, avšak pro zařízení uvedená do provozu podpora zůstává garantována.Cílem tohoto článku je kvantifi kovat přímé náklady, kterým budou spotřebitelé elektřiny v budoucnu čelit. Garantovaná výše podpory se nutně projeví v koncových cenách energie. Odhad nákladů na podporu fotovoltaiky je v tomto článku doplněn i metodicky stejným výpočtem výše podpory ostatních OZE a odhadem celkového břemena nákladů až do roku 2020. Z našich modelových výpočtů jasně plyne, že na podporu české fotovoltaiky bude připadat hlavní podíl všech nákladů na podporu obnovitelných zdrojů energie. Základním přínosem tohoto článku je konkrétně kvantifi kovaný model nákladů na přímou podporu obnovitelných zdrojů včetně fotovoltaiky konzistentní se sledováním cílů stanovených v rámci Národního akčního plánu pro energii z OZE (MPO, 2010).Tento článek je prvním makroekonomicky komplexně pojatým pokusem o stanovení nákladů na českou fotovoltatiku v kontextu dalších relevantních podpor. This paper assesses whether the sensitivity of bilateral trade volumes to various trade cost factors is constant or varies across countries. It utilizes a random coefficient model and analyzes a cross-sectional sample of bilateral trade data for 96 countries in 2005. We expect the elasticity of trade to vary particularly with bilateral distance and bilateral tariffs due to measurement error about these factors. Indeed, the variability of coefficients is significant for these trade cost measures. The results indicate that the elasticity of trade with respect to tariffs in different countries varies relatively more than that with respect to distance. This is consistent with there being a host of sources of measurement error about bilateral tariffs (due to strategic or non-strategic mis-reporting; the potential inappropriateness of the weighting of disaggregated tariffs; etc.).
