This article focuses on the issue of assessing the cascading effects of critical energy and transport infrastructure elements at the fundamental level. The introductory part deals with the typology of failures and their impacts, which spread through the critical infrastructure system. At this stage, the paper presents current approaches to assessing the cascading effects and, in particular, addresses a newly developed assessment methodology. The following part defines the initial conditions of assessment and describes selected elements from the areas of energy and rail transport to which the methodology will be subsequently applied. The main part of the article is a case study of the proposed methodology, assessing the cascading effects by calculating the value of their risks, depending on the resilience and correlation of the rated elements.
The article discusses the possible impact of disasters on functionality of the transport critical infrastructure elements by overcoming their resilience. The aim of the article is to provide an appropriate approach to the resilience measurement through understanding of this close relationship. It was achieved by using combination of (1) a decisiontheoretical approach based on Influence Diagrams, which was used as a tool to model functionality disruption level of transportation network elements after disaster impact and (2) the time decomposition of the functionality disruption duration of these elements. Based on this approach, the transportation network element resilience assessment was conducted in form of the transportation element resilience loss. The proposed approach is intended to be applied to the critical infrastructure elements rather than to the transportation network as a whole.
Abstract:The Slovak Republic is threatened by many risks, mainly of natural or social nature. Their existence constantly affects Slovak's security environment. Consequences of emergency events negatively threaten life, health, and the property of citizens, and also the environment and cultural heritage of the country. This article provides an overview of emergency events in the Slovak Republic. The main purpose of the paper is to identify the foremost kind of emergency events threatening regions of the Slovak Republic. Findings and conclusions are based mainly on historical data and statistics.
