The objective of this article is to deepen the debate surrounding the practice of evaluation as performed by Brazilian NGOs. In order to accomplish this goal, we examined the results of an investigation conducted between 2007 and 2009 that had two stages: first, a national study and second, a quantitative and qualitative study made in the state of Santa Catarina. We also considered secondary sources of data from two important studies on the national level that were conducted in 2008 and 2009 by the Fonte Institute, with partnership of the Itaú Social Foundation. The results showed that most NGOs use internal rather than external evaluation and conduct evaluations focused on projects and programs. Furthermore, they used evaluation mainly to help decision making about projects. Consequently, the majority of NGOs focused their evaluations on results and were not concerned with creating spaces for self-reflection and learning.Résumé L'objectif de cet article est d'approfondir le débat autour de la pratique de l'évaluation réalisée par des ONG brésiliennes. Pour y parvenir, nous avons examiné les résultats d'une enquête menée entre 2007 et 2009, et qui s'est déroulée en deux étapes : tout d'abord, une étude nationale, ensuite, une étude quantitative et qualitative menée dans l'É tat de Santa Catarina. Nous avons également analysé des sources de données secondaires provenant de deux importantes études réalisées au niveau national, qui ont été conduites en 2008 et 2009 par l'Institut Fonte en partenariat avec la Fondation Itaú Social. Les résultats ont montré que la plupart des ONG utilisent une évaluation interne plutôt qu'externe et procèdent à des évalua-tions axées sur les projets et les programmes. En outre, elles ont principalement utilisé les évaluations pour aider à la prise de décision sur les projets. Par consé-quent, la majorité des ONG ont concentré leurs évaluations sur les résultats et ne se sont pas intéressées à la création d'un espace pour l'autoréflexion et l'apprentissage.Zusammenfassung Ziel dieses Beitrags ist die Vertiefung der Diskussionen über die Bewertungspraktik nicht-staatlicher Organisationen in Brasilien. Dazu betrachteten wir die Ergebnisse einer zwischen 2007 und 2009 in zwei Phasen durchgeführten Untersuchung: sie bestand erstens aus einer landesweiten Studie und zweitens aus einer quantitativen und qualitativen Studie im brasilianischen Bundesstaat Santa Catarina. Des Weiteren untersuchten wir Sekundärdatenquellen zweier wichtiger landesweiter Studien, die 2008 und 2009 vom Fonte Institut in Partnerschaft mit der Sozialstiftung Itaú durchgeführt wurden. Die Ergebnisse zeigten, dass die Mehrheit der nicht-staatlichen Organisationen statt externe, interne Bewertungen durchführen und sich dabei auf Projekte und Programme konzentrieren. Paper aims:The main objective of this work is to integrate a typology of green supply chain management practices with organizational theories. Originality:We provide a comprehensive typology of GSCM practices based on empirical evidence and conceptual arguments.Research method: Through a systematic review we identified 435 GSCM's practices that were organized into categories according to their theoretical conception, organizational context and characteristics. Main findings:We identified three organizational context dimensions (innovation, performance and management) and proposed a conceptual model of theory-practice-context congruence, to guide the selection of theories for the design of research and analyses of GSCM practices.Implications for theory and practice: Our main contribution is the alignment of each category of practices and organizational dimension with the selected theoretical lenses that can help future investigations to deepen the analysis of GSCM practices. Besides the theoretical contributions, we believe this contribution can also achieve practitioners.
Este artigo tem como objetivo compreender como os modelos de avaliação de projetos sociais em cinco ONGs da Grande Florianópolis são influenciados em decorrência de sua matriz ideológica e natureza do foco de sua atuação. Com experiência e aplicabilidade no campo educacional, tais modelos estão sendo adaptados e utilizados em avaliações de projetos sociais. Assim, para se atingir este objetivo, buscou-se inicialmente identificar o campo reconhecido como terceiro setor e sua realidade formal, para depois apresentar os conceitos de ONGs e a evolução das avaliações em projetos sociais. Os diversos modelos de avaliações foram agrupados em abordagens similares em decorrência de sua atribuição de valor, fontes filosóficas e ideológicas, bem como predileções metodológicas. A presente pesquisa caracteriza-se como qualitativa, utilizando como estratégia de campo o estudo de caso, do tipo interpretativo que utilizou categorias conceituais, do tipo fechadas, e a análise de conteúdo como técnica de análise dos dados. Os resultados apontam para a constatação de que os modelos avaliativos são influenciados pela natureza de atuação das ONGs estudadas, por crenças filosóficas e ideológicas e predileções metodológicas.
Resumo: Com o objetivo de resolver suas responsabilidades ambientais, as organizações estão cada vez mais concentrando-se em suas cadeias produtivas. Em função dessa característica, a Green Supply Chain Management (GSCM) tem recebido atenção crescente nos últimos anos. Assim, o objetivo deste artigo é apresentar uma visão abrangente e integrada da literatura publicada, a partir de 2006. Especial atenção foi dada para identificar os autores mais produtivos, evolução histórica do número de publicações e os periódicos que mais publicaram sobre a temática. A técnica utilizada foi a busca sistematizada, tendo como parâmetros os artigos publicados no sítio eletrônico Science Direct. Os principais resultados obtidos indicam que as publicações discutiram, em sua maioria, a importância da GSCM e operações verdes, evidenciando que reduzidas pesquisas abordam ecodesign. Em função da recorrência de novos temas, não abordados em revisões anteriores, evidenciou-se o desafio de se reestruturar as categorias propostas para análise do tema, contribuindo para o amadurecimento do campo. Abstract:In order to solve their environmental responsibilities, organizations are increasingly concentrating on their productive chains. Given these characteristics, Green Supply Chain Management (GSCM) has received increasing attention in recent years. Thus, the objective of this article is to present a comprehensive and integrated view of the published literature, from 2006. Special attention was given to identify the most productive authors, historical evolution of the number of publications and the periodicals that published the most on the subject. The technique used was the systematized search, having as parameters the articles published on the electronic site Science Direct. The main results indicate that the publications discussed, for the most part, the importance of the GSCM and green operations, evidencing that fell researchers deal with ecodesign. Due to the recurrence of new themes not addressed in the previous review, the challenge was to restructure the proposed categories, contributing to the maturation of the field.
