RESUMEN El documento que se presenta intenta abordar la temática de los sistemas de gestión con especial énfasis en el caso colombiano, haciendo unas mínimas consideraciones sobre la realidad latinoamericana. En su desarrollo consta de varias partes. Una primera intenta mostrar la relación de los llamados sistemas de gestión con la Nueva Gestión Pública (NGP). Una segunda se dedica a una rápida revisión de la conceptualización de los sistemas de gestión, considerando la experiencia internacional en la integración de los mismos. La tercera parte analiza la integración de estos sistemas en Colombia, centrándose en el Modelo Integrado de Planeación y Gestión (MIPG) como una experiencia que debe ser revisada. Una cuarta y última parte se dedica a plantear unas reflexiones sobre los sistemas integrados y su futuro en el contexto colombiano. En los resultados, el texto apunta que más-allá de valores gerenciales como eficacia y eficiencia, es necesario una concepción del desarrollo territorial para la cual sea necesario definir las herramientas de gestión que la concreten
El artículo presentado es uno de los resultados del proyecto de investigación sobre evaluación del desempeño laboral de los empleados de carrera administrativa, en el cual se ubica este sistema dentro del servicio civil o función pública, para luego mostrar algunos de los resultados cuantitativos y cualitativos de la indagación realizada, y concluir con algunas reflexiones sobre la formalización y la institucionalización de este sistema.
Es propósito de este documento analizar los procesos de atención a las víctimas de la violencia por los gobiernos territoriales en el período 2011-2013. Como hipótesis de trabajo se establece que entre el momento en que se formaliza la atención al desplazamiento como función de Estado (Ley 387 de 1997) y que se integra al marco para la atención a las víctimas del conflicto (Ley 1448 de 2011), se desarrolla de manera independiente (o desarticulada, según el punto de vista) una serie de proyectos e iniciativas de corto plazo, ajustadas a los tiempos de los Planes de Desarrollo y agendas de cooperación, en donde la tendencia es a privilegiar la fijación de políticas y no a la prestación de servicios directamente, sin intentar modificar modelos burocráticos afianzados y con baja adición de recursos financieros. Las entidades territoriales poco o nada modificaron sus esquemas de funcionamiento, profundizando, por el contrario, su crisis por bajas capacidades de respuesta a esta amplia problemática.
El artículo presenta el análisis de la experiencia de la fusión del Ministerio del Interior con el Ministerio de Justicia y del Derecho acaecida en el año 2002 (bajo el Programa de Renovación de la Administración Pública PRAP) y desarrollada hasta el año 2010, en el que comienzan a plantearse las discusiones en la opinión pública acerca de la necesidad de escindirlos. En este recorrido se señalan tanto las condiciones del país y del sector justicia como de cada uno de los ministerios a lo largo de esos años, centrándose, especialmente, tanto en el proceso de fusión como en los resultados vistos en términos de la solución de los problemas que debía abocar el ministerio fusionado. Lo que la experiencia muestra es que efectivamente se trata de un caso de reforma fallida donde, desde el comienzo, predominaron argumentos de tipo fiscal, dejando por fuera análisis técnicos que permitían señalar, como se verá, que la fusión era “artificial” y que estaba condenada, tarde o temprano, a ser cuestionada. El nuevo ministerio no “cuajó”, más bien había dos ministerios bajo el mismo nombre, no logró consolidarse ni institucionalizarse en el ámbito público, especialmente en un tema tan sensible como es el de la justicia, y por ello, ya desde antes de finalizar el segundo periodo de gobierno del Presidente Uribe, se comenzó a ventilar la necesidad de la reforma que permitiera re-crear el ministerio de Justicia
