La Laguna de Cácota, está ubicada en la cordillera Oriental de Colombia, en el Departamento Norte de Santander, incrustada en la zona más alta del Municipio de Cácota de Velasco, de formación glacial, está a una Altura de 2.918 m.s.n.m. Se caracteriza por una topografía inclinada, una temperatura que oscila entre 6 y 14 grados centígrados, con vegetación de Bosque Montano Alto y el humedal es de tipo Frailejonal, diversificado con manchas de Pajonal y Arbustal. Los objetivos que se trazaron en el estudio fue calcular la diversidad, dominancia y similitud de la vegetación presente en este santuario de flora de igual manera se determinó la superficie del páramo y el área de la laguna. La metodología de investigación empleada fue de tipo cuantitativo, exploratorio, descriptivo y explicativo, donde al azar según las condiciones particulares se delimitaron 4 parcelas cada una de 100 mts cuadrados, con el propósito de identificar y describir las especies vegetales presentes por número y porcentaje de plantas, tomando su correspondiente fotografía, para darle el nombre vulgar, científico y en algunas sus principales características, se empleó para este estudio la información de la bibliografía existente y la pericia del experto para la identificación florística, teniendo como base la información recolectada. Dentro de los principales Resultados, se logró identificar un total de 75 especies de plantas y 3 de líquenes, como es un área de intervención antrópica se ven características de dominancia de una especie con gran número de individuos y poca riqueza y diversidad, característica de las parcelas donde se tienen las condiciones de encharcamiento de sus suelos en el área del humedal, la gran diferencia se presenta en la parcela de bosque donde se encontró mayor diversidad en riqueza de especies y homogeneidad de individuos por especie. Otro acierto fue el cálculo de la superficie del humedal en 12,3 Ha y el área de la laguna en 4,1 Ha.
The aim of this paper is to characterize and diagnose the effectiveness in the execution of the state administration in the processes and procedures of public management, as well as the analysis of the main indicators of the Sixth Category municipalities in Colombia: geographical, demographic, social, environmental and demographic. The selected municipalities were Ciénaga de Oro and San Pelayo of the Caribbean region, which are in restructuring of liabilities (Law 550), as well as Pamplona in the Andean region who have already left this status. This study is of a quantitative type, with a mixed, descriptive-transversal and non-experimental approach. The strategic indicators of each municipality were analyzed through a documentary investigation. Interviews were also carried out with closed and open questions to prominent actors of the communities, as well as to public officials. Among the most relevant results, it was found that there are opposing perceptions, among the officials that assume the results of public management as the best, and the negative perception of the citizen who considers that these processes do not satisfy their needs for information, consultation and participation. In general terms, the diagnosis showed that public policies have not managed to reduce social backwardness, corruption and the lack of involvement of citizens in the state administration.
