Asia P aci® c Economic Cooperation (APEC) is a voluntary organization of 21 m em bers working to strengthen open m ultilateral trading system s by encouraging thēow of goods, and services, capital, and technology. Since 1994, APEC' s Telecomm unications Working Group (TEL) has been actively working to use online distance learning to help it achieve its goals. The diverse m ulticultural nature of the APEC environment m akes online learning very different from m ost online learning environments. Algonquin College has designed, developed and delivered several online courses for the TEL. The purpose of this presentation is to outline the lessons learned in that process.
Description and historyThe original idea of online hum an resource developm ent was put forward by a Steering Group from Australia, Canada, People' s Republic of China, Japan, K orea, Mexico, Philipp ines, Chinese Taip ei, Thailan d and the U SA. Canada sponsored a W orkshop in Bangkok, Thailand in O ctober 199 6 to prepare partic ipants for the ® rst phase of courses. The ® rst pilot project began in 199 7 and identi® ed several vexing problem s. In 19 98 , a second pilot project was proposed to address these problem s. Algonquin College was again involved in designing and delivering the second phase, which is currently ongoing.The following were the Phase I goals:
