Considerando as políticas urbanas como decisivas na produção do espaço e a partir da atuação das gestões estadual e municipal na infraestrutura e serviços públicos de São Luís, Maranhão, este texto discute a lógica da divisão das competências urbanísticas entre os entes federados no Brasil. A partir da caracterização do Estado brasileiro, produto da modernização conservadora nacional, e do histórico recente das políticas de infraestrutura e serviços urbanos, habitação e transportes na capital maranhense, o texto constata que as políticas urbanas estaduais e municipais resultam de pacto local histórico e reproduzem os dois circuitos da economia da cidade dos países periféricos com ações públicas combinadas que garantem e aprofundam a segregação espacial, a desigualdade social e a dominação política em São Luís.
