Cet article présente un modèle régional de programmation linéaire permettant d'analyser les substitutions possibles entre des cultures alimentaires et des productions ligneuses intensives. Ces substitutions sont analysées en tenant compte simultanément des contraintes économiques et financières des producteurs agricoles et des objectifs plus globaux de maîtrise des dépenses de la politique agricole commune. Ce modèle montre que l'introduction d'une production intensive de bois (le peuplier est pris comme exemple) dans des systèmes de production situés en région agricole moyennement intensive ne permet pas une convergence entre les objectifs économiques des agriculteurs et les objectifs de maîtrise des aides à l'agriculture, compte tenu des prix actuels des cultures alimentaires et du bois (hypothèse 120 F par tonne de matière sèche sur pied). Un doublement du prix du bois, toutes choses égales par ailleurs, semble nécessaire pour obtenir cette convergence. Toutefois, l'incidence sur la diminution des aides agricoles reste faible, 2 % environ. Ce résultat suggère d'inscrire la modélisation dans un cadre différent où les prix agricoles seraient remis en cause et où la production de bois irait de pair avec l'agrandissement des exploitations.
[fre] Le travail qui est présenté ici correspond à un instrument simple d'aide à la décision. Il porte sur le blé et sur deux départements assez représentatifs de la céréaliculture française ; il traite de deux mesures de politique agricole : jachère pure ou jachère « énergétique ». Deux approches sont successivement empruntées : à partir d'un montant de prime déterminé on peut lire sur les graphiques la superficie et la quantité démobilisées et inversement ; à partir d'un taux donné de restitutions à l'exportation on peut définir un optimum, c'est-à-dire le niveau de prime pour lequel est réalisé le maximum d'économies en matière de dépenses de la PAC. Cet optimum dépend du degré d'intensité de la production, des modalités de distribution des primes et des types de jachère envisagés. La jachère « énergétique » de blé-éthanol donne le meilleur résultat compte tenu du prix du produit, lui-même avantagé par la détaxation du carburant. Le « surplus » éventuel procuré par la non-production ou par la production non alimentaire peut être réparti de manière à créer une convergence d'intérêt entre l'agriculteur et le contribuable européens. [eng] This paper represents for farmers and public authorities a kind of instrument conceived for decision assistance. It studies wheat in two french departments representative of the french cerealiculture. It is connected with two measures of agricultural policy : pure and simple fallow and energetic fallow. Two approchs are successively utilized : from a certain level of subsidy, we can read on the graphics surfaces and productions which will be eliminated and inversely ; from a certain level of restitution for export, we can define an optimum, that is to say the level of subsidy for which is realised the maximum of economies in the field of PAC expendidures. This optimum depends on degree of productive intensity, on modalities of subsidies distribution and on type of fallow which is envisaged. The energetic fallow of ethanol-wheat provides the best result according to the price of the sold product, price which is positively influenced by détaxation in France of this kind of energy. The éventuel surplus offered by non production or by non food production may be distributed in a manner of creating an interest convergency between european farmer and tax-payer.
