Tujuan penulis mengadakan penelitian ini adalah untuk mengetahui efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang. Hasil penelitian yang berdasarkan kepada hasil wawancara dan observasi langsung, dengan demikian hipotesis yang penulis ajukan yaitu “Efektivitas Program Pelatihan Berbasis Kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang” ditentukan oleh faktor-faktor Produktivitas, Kualitas, Ketepatan Waktu, Putaran Waktu, Penggunaan Sumber Daya dan biaya diperoleh kesimpulan bahwa efektivitas program pelatihan berbasis kompetensi pada Unit Pelaksana Teknis Daerah Balai Latihan Kerja di Kabupaten Subang belum efektif, karena ada beberapa hal yang perlu ditingkatkan yaitu peningkatan sarana dan prasarana pelatihan serta penambahan sumber daya fungsional instruktur. The purpose of the authors conducted this study was to examine the effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency. The research result of“ Effectiveness of competency based training programs in the regional technical implementation units of vocational training centers in Subang Regency” district is determined by the factors of productivity, quality, timeliness, cycle time, use od resources and costs is concluded that the effectiveness of competency based training programs in UPTD BLK Subang district has not been effective, because there are some things that need to be improved, namely improvement of training facilities and the addition.

Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Implementasi Kebijakan Dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten Subang. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Impelementasi Kebijakan dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian dengan teori Merilee S. Grindle yaitu Isi kebijakan terdiri dari Kepentingan kelompok sasaran, Tipe Manfaat, Derajat Perubahan yang diinginkan, Letak pengambilan keputusan, pelaksanaan program, sumberdaya yang dilibatkan. Lingkungan Impelementasi terdiri dari Kekuasaan, kepentinganm dan strategi aktor yang terlibat, karakteristik Lembaga dan penguasaan. Dalam penelitian ini menggunakan pendekatan kualitatif melalui pengamatan dan observasi, wawancara, studi keperpustakaan dan dokumentasi, sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk hasil wawancara dan pengolahan data. Hasil penelitian menunjukan bahwa Impelementasi kebijakan Dalam Pembinaan UMKM Pada Dinas Koperasi, UMKM, Perdagangan, dan Perindustrian Kabupaten subang sudah efektif pada Tipe manfaat, Derajat perubahan yang diinginkan, Letak pengambilan keputusan, Pelaksanaan program, Sumberdaya yang dilibatkan, Karakteristik Lembaga dan penguasan, kepatuhan dan daya tangkap, sedangkan pada kepentingan kelompok sasaran, kekuasaan, kepentingan, dan strategi aktor yang terlibat, belum efektif. The purpose of the authors of this research is to determine the implementation of policies in the development of UMKM at the Cooperatives, UMKM, Trade, and Industry Office of Subang Regency. This research and writing discusses matters related to the implementation of policies in the development of UMKM at the Cooperatives, UMKM, Trade and Industry offices with the Merilee S. decision making, program implementation, the resources involved. The implementation environment consists of the power, interests and strategies of the actors involved, the characteristics of the institution and the power. In this study, using a qualitative approach through observation and observation, interviews, library research and documentation, data sources were obtained from informants through direct observation and interviews and documents were obtained in the form of interviews and data processing. The results showed that the implementation of policies in the development of UMKM at the Office of Cooperatives, UMKM, Trade, and Industry of Subang Regency was effective on the type of benefit, the degree of change desired, the location of decision making, program implementation, the resources involved, the characteristics of the institution and the mastery, compliance and capturing power, while in the interests of the target group, the power, interests and strategies of the actors involved, it is not yet effective.
Penelitian Efektivitas Program Pemberdayaan Nelayan bertujuan untuk mengetahui bagaimana efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang. Lokasi yang dijadikan objek penelitian yaitu Program Pemberdayaan Nelayan di Kecamatan Blanakan Kabupaten Subang. Penelitian ini membahas tentang hal-hal yang berkaitan dengan efektivitas Program Pemberdayaan Nelayan dalam menjalankan program untuk meningkatkan kesejahteraan nelayan. Dalam penelitian ini penulis menggunakan metode penelitian deskriptif kualitatif melalui observasi dan wawancara, studi kepustakaan dan dokumentasi. Metode pengumpulan data diperoleh langsung dan dokumen diperoleh dalam bentuk pertauran-peraturan sedangkan pengolahan data dengan menganalisis hasil wawancara dan observasi. Hasil penelitian menunjukan bahwa efektivitas program Pemberdayaan Nelayan pada Dinas Perikanan Kabupaten Subang belum efektif sesuai dengan teori pengukuran efektivitas program menurut Sutrisno. Hal ini dapat dilihat dari kurangnya kesadaran para nelayan akan pentingnya program pemberdayaan nelayan serta masih terdapat Nelayan yang tidak memahami hak dan kewajibannya, belum semua nelayan mendapatkan bantuan dari pemerintah dan sosialisasi yang dilakukan pemerintah belum maksimal. Research on the effectiveness of the fishermen empowerment Programs aims to find out how the effectiveness of the fishermen empowerment program in Subang district fisheries service. The location that was made the object of research was the fishermen empowerment program in Blanakan Subang district, subang Regency. This research discusses matters relating to the effectiveness of fishermen empowerment programs in carrying out programs to improve the welfare of fishermen. In this study the authors used descriptive qualitative research methods through observation an interviews, literature study and documentation. Data collection methods are obtained directly and documents are obtained in the form of regulations while managing data by analyzing the results of interview and observations. The results showed that the effectiveness of the fishermen empowerment program in Subang district fisheries service was not yet effective based on the theory of program effectiveness measurement according to Sutrisno. This can be seen from the lack of awareness of fishermen about the importance of fishermen empowerment programs, there are still fishermen who do not understand their rights and obligation and not all fishermen get help from the government and the government socialization has not been maximized.
Abstrak Penelitian ini dilatarbelakangi oleh masih banyaknya masyarakat angkatan kerja di Kabupaten Subang yang menjadi pengangguran. Tuntutan dunia kerja akan tenaga terampil mendorong pencari kerja untuk mengikuti pendidikan dan pelatihan kerja non formal untuk menambah keterampilan dan keahlian mereka. Dalam hal ini pemerintah Kabupaten Subang berperan penting dalam menyediakan lembaga pelatihan kerja. Seiring dengan era otonomi daerah, Kabupaten Subang mendirikan Unit Pelaksana Teknis Dinas Balai Latihan Kerja (UPTD BLK) yang berada di bawah pengawasan Dinas Tenaga Kerja dan Transmigrasi Kabupaten Subang. Tujuan utama dari penelitian ini adalah mendeskripsikan secara lengkap pelaksanaan pelatihan kerja di Unit Pelaksana Teknis Dinas Balai Latihan Kerja Kabupaten Subang dan Selain itu penelitian ini juga bertujuan untuk mengetahui sejauh mana tingkat efektivitas pelatihan kerja yang dilaksanakan beserta faktor pendukung dan penghambatnya. The demands of the world of work to be skilled at encouraging job seekers to take part in non-formal education and work to increase their skills and expertise. In this case, the Subang Regency government plays an important role in providing job training institutions. Along with the era of regional autonomy, Subang Regency established a Technical Implementation Unit for the Office of Job Training Center (UPTD BLK) which is under the supervision of the Manpower and Transmigration Office of Subang Regency.The main purpose of this study is to describe in full the implementation of the training in the Technical Implementation Unit of the Subang Regency Job Training Center and in addition, this study also aims to determine the extent to which the effectiveness of the training is accompanied by supporting and inhibiting factors. Pada umumnya pemerintah daerah mempunyai kewajiban dalam menyelenggarakan pelayanan yang lebih baik kepada masyarakat. Dalam rangka menyelenggarakan hal tersebut pemerintah daerah telah mengeluarkan kebijakan yang bertujuan untuk mengefektifkan, mengefisiensikan dan mendekatkan pelayanan kepada masyarakat. Salah satu kebijakannya yaitu kebijakan Peraturan Presiden Republik Indonesia nomor 24 tahun 2018 tentang Pelayanan Perizinan Berusaha Terintegrasi Secara Elektronik. Kebijakan Sistem Online Single Submission (OSS) dilaksanakan dengan tujuan untuk membantu para pelaku usaha yang ingin membuat izin usahanya agar lebih mudah. Diharapkan dengan di terapkannya perizinan melalui Online Single Submission (OSS) akan memberikan dampak yang lebih baik lagi dan memberikan kepuasan bagi masyarakat. Penelitian ini menggunakan metode pendekatan kualitatif. Ruang lingkup penelitian ini yaitu dinas penanaman modal dan pelayanan terpadu satu pintu kabupaten suban. Yang menjadi sumber informasi (informan) yaitu penanggung jawab dari pemerintah daerah , dalam hal ini pihak yang terkait adalah pegawai pemerintah daerah (PEMDA) di bagian pemerintahan dan bidang pengembangan sistem informasi Online Single Submission di Dinas Penenaman Modal Dan Pelayanan Terpadu Satu Pintu Kabupaten Subang. Pengumpulan data dilakukan dengan teknik observasi, wawancara dan dokumentasi. Data yang diperoleh kemudian di analisa menggunakan teknik triangulasi, kemudian di susun secara sistematis sehingga pada tahap penarikan kesimpulan bersifat intepretatif. Hasil penelitian menunjukan implementasi sistem online single submission belum berjalan efektif sehingga tujuan dari OSS untuk meningkatkan kualitas dan mendekatkan pelayanan kepada masyarakat belum efektif dan efisien. In the framework of carrying out this matter the regional government has issued a policy that aims to streamline, streamline and bring services to the public. One of the policies is the Republic of Indonesia Presidential Regulation number 24 of 2018 concerning Electronically Integrated Business Licensing Services. The Online Single Submission System (OSS) policy is implemented with the aim of helping business people who want to make their business licenses easier. It is hoped that licensing through the Online Single Submission (OSS) will have a better impact and provide satisfaction for the community. This research uses a qualitative approach. The scope of this research is the one-stop investment and integrated services department in Suban Regency. The source of information (informant) is the person in charge of the regional government, in this case the relevant party is a local government employee (PEMDA) in the government department and in the field of developing an Online Single Submission information system at the One-Stop Investment and Integrated Services Office of Subang Regency. Data collection is done by observation, interview and documentation techniques. The data obtained are then analyzed using triangulation techniques, then arranged systematically so that the conclusions drawn are interpretative. The results showed that the implementation of a single online submission system was not yet effective, so the purpose of the OSS was to improve the quality and bring services closer to the public that had not been effective and efficient.
Dalam rangka mewujudkan pemenuhan kebutuhan akan pangan bagi seluruh masyarakat di suatu wilayah,maka ketersediaan pangan menjadi sasaran utama dalam kebijakan pangan bagi pemerintahan suatu negara.Oleh karena itu untuk memperoleh cadangan yang cukup, maka pemerintah membuat satu gerakan untuk meningkatkan keragaman dan kualitas konsumsi pangan masyarakat agar lebih beragam,bergizi seimbang dan aman yaitu melalui Program Percepatan Penganekaragaman Konsumsi Pangan (P2KP) Peraturan Presiden Nomor 22 tahun 2009. Sebagai bentuk keberlanjutan Program Percepatan Penganekaragaman Konsumsi Pangan (P2KP) berbasis Sumber Daya lokal program tersebut di implementasikan atau diwujudkan melalui kegiatan Program Kawasan Rumah Pangan Lestari (KRPL) yang di lakukan melalui upaya pemberdayaan wanita. Hasil penelitian menunjukan bahwa Implementasi Program Kawasan Rumah Pangan Lestari di Desa Cinta Mekar Kecamatan Serangpanjang belum maksimal dalam pelaksanaannya,terutama dalam hal karakteristik dan kemampuan agen pelaksana dan kondisi lingkungan yang belum maksimal serta provider (Desa) yang belum mendukung. In order to realize the fulfillment of the need for food for all people in an area, the availability of food becomes the main target in food policy for the government of a country. Therefore, in order to obtain sufficient reserves, the government has made a move to increase the diversity and quality of community food consumption to be more diverse and balanced nutrition safely through the Acceleration of Diversity Program for Food Consumption (P2KP) Presidential Regulation No. 22 of 2009. As a form of sustainability, the Local Resource-based Food Consumption Diversification (P2KP) Acceleration Program is implemented or realized through the activities of the Sustainable Food Home Area Program (KRPL) which is carried out through efforts to empower women. The results showed that the implementation of the Sustainable Food Houses Area Program in Cinta Mekar Village, Serang panjang District had not been maximized in its implementation, especially in terms of the characteristics and capabilities of the implementing agents and the environmental conditions that were not optimal and the providers (villages) that were less supportive.
