Os alagamentos são fenômenos naturais, intensificados pelo crescimento urbano, e estão diretamente relacionados ao desenvolvimento das cidades, bem como sua drenagem, apontando a necessidade de definição de abordagens mais sustentáveis na gestão dos recursos hídricos. Desta forma, este estudo analisou a Proposta do Plano Municipal de Saneamento de São Carlos/SP, no âmbito da drenagem e manejo de águas pluviais, em relação às diretrizes e princípios da Política Federal de Saneamento Básico e outros ordenamentos que a regulam. Para isso, foi feita a análise SWOT (Forças, Fraquezas, Oportunidades e Ameaças), identificando os pontos positivos e negativos do objeto de estudo e verificando possíveis melhorias na gestão e manejo das águas pluviais. A partir dessa análise, foi verificado que a proposta, apesar de cumprir os requisitos formais elencados na legislação federal, grande parte das estruturas e ações propostas são voltadas à mitigação de impactos e não há efetiva integração com outros sistemas de saneamento. Além disso, não foi definida a criação de órgãos colegiados para a gestão desses serviços, prejudicando a participação e o controle social. De forma geral, os resultados ressaltam a importância da melhoria dos serviços, que deve ser acompanhada de planejamento prévio nos serviços de drenagem, potencializando a eficiência na utilização dos dispositivos legais e estruturais e proporcionando à coletividade serviços adequados à saúde pública, segurança da vida e do patrimônio público e privado. A B S T R A C T Floods are natural phenomena, intensified by urban growth, and are directly related to the development of cities as well as its drainage, highlighting the need to define more sustainable approaches to water resources management. Thus, this study examined the proposal of the Municipal Sanitation Plan of São Carlos / SP, regarding drainage and rainwater management, according to the guidelines and principles of the Federal Policy of Sanitation and other legal systems that regulate it. For this, a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis was made, identifying the strengths and weaknesses of the study object and checking for possible improvements in the management and handling of drainage and rainwater management. It was found that the proposal, although meeting the formal requirements from the Federal law, focus most of the structures and actions proposed at mitigating impacts and there is no effective integration with other sanitation systems. Moreover, the creation of collegiate bodies for the management of those services was not defined, impairing participation and social control. Overall, results highlight the importance of improving those services, which must be accompanied by prior planning in drainage services, increasing the efficiency in the use of legal and structural devices and providing the community appropriate services in terms of public health, life security and public and private equity.
