Indonesia adalah salah satu negara yang turut menyepakati rencana aksi global atau Sustainable Development Goals (SDGs) yang bertujuan untuk mengakhiri kemiskinan, mengurangi kesenjangan dan melindungi lingkungan. Komitmen global Indonesia dalam SDGs diperkuat dengan mendukung prinsip-prinsip universal, integrasi dan inklusif untuk meyakinkan bahwa tidak akan ada seorang pun yang terlewatkan atau “No-one Left Behind”. Bentuk komitmen ini telah diturunkan dalam peraturan dan kebijakan yang bertujuan untuk mendorong semua elemen bangsa untuk kemajuan hak asasi manusia, termasuk upaya pemenuhan hak penyandang disabilitas (Fajri, 2021). Hal ini terefleksi dalam Undang-undang Nomor 8 Tahun 2016 tentang penyandang disabilitas yang mengedepankan pendekatan inklusivitas atas pemenuhan hak mereka sebagai warga negara Indonesia. Undang-undang tersebut telah diturunkan ke dalam berbagai Peraturan Pemerintah (PP), Peraturan Presiden (Perpres) dan Peraturan Menteri (Permen),serta peraturan di tingkat daerah berupa Peraturan Daerah (Perda), Peraturan/Keputusan Gubernur, atau Peraturan/Keputusan Bupati/Walikotayang hingga saat ini tersebar di 20 provinsi dan 36 kabupaten/kota. Dari jumlah tersebut, sekitar 6 provinsi dan 20 kabupaten/kota telah memiliki aturan yang sesuai dengan konsep disabilitas baru (pendekatan hak dan sosial) yang diusung oleh UU No. 8 Tahun 2016 (Hastuti et al., 2020). Tantangan mewujudkan komitmen menjadi perubahan yang bermakna dengan adanya Rencana Induk Pembangunan Disabilitas (2019) dan Rencana Aksi Nasional Penyandang Disabilitas (2021) menjadi layak diapresiasi. Demikian pula, telah berkembangnya pusat studi dan layanan disabilitas di tingkat universitas maupun lembaga masyarakat, termasuk berbagai organisasi penyandang disabilitas yang secara intensif mendorong dan mengawal peningkatan pemenuhan hak para penyandang disabilitas. Namun demikian, sejumlah program dan layanan yang ada masih belum efektif menjangkau semua penyandang disabilitas dalam mengatasi kesulitan hidupnya. Kondisi ini tidak terlepas dari bagaimana riset berperan dalam perubahan kebijakan. Sampai saat ini, riset yang mendasari pembuatan kebijakan terkait kesetaraan, keadilan dan pengarusutamaan disabilitas dalam kehidupan bermasyarakat dan bernegara di Indonesia masih sedikit (Pudjiastuti, 2021) Ditambah lagi, periset penyandang disabilitas masih kesulitan dalam mengakses pendanaan riset yang umumnya berasal dari empat sumber yaitu: dana internal perguruan tinggi, Kemendikbudristek, BRIN, dan skema pendanaan riset lainnya. Potensi pendanaan risettentang penyandang disabilitas akan dapat dioperasionalkan ketika roadmap agenda riset dan inovasi nasional 2023-2029 mulai dijalankan. Oleh karena itu, penting bagi misi riset dan inovasi di Indonesia untuk diarahkan mendukung pendanaan riset sehingga dapat berkontribusi dalam perumusan kebijakan yang ditujukan untuk mewujudkan kesejahteraan penyandang disabilitas dan mendukung kemampuan mereka berperan aktif dalam pembangunan (Pudjiastuti, 2022).
