A questão fundamental se refere à forma como a polícia afeta a sociedade, e vice-versa. O autor considera que a polícia não é uma invenção moderna. Ao contrário, a maioria dos países, nos mais variados momentos históricos, têm encontrado maneiras de manter a ordem pública e garantir as leis, utilizando a força de trabalho de policiais pagos com dinheiro público.A pesquisa de Bayley parte de três questões para construir sua teoria sobre o policiamento: como os sistemas policiais modernos se desenvolveram? Que tarefas cabem à polícia? E quão independentes são as forças policiais enquanto atores sociais? Procurando responder essas perguntas, o autor debate, no final do livro, o futuro da polícia a partir do século XXI.Para Bayley, a polícia têm como competência exclusiva o uso da força física real ou por ameaça, para afetar o comportamento da sociedade. A polícia se distingue, não pelo uso real da força, mas por possuir autorização para usá-la (p. 20). Neste sentido, ela pode ser pública ou privada. O policiamento é praticamente universal.
