L’évaluation des compétences : enjeux et effets en termes de changement Le cas d’un EPST Cette étude met en évidence la réalité et l’importance de la logique managériale mise en œuvre dans le secteur public, et ses impacts en termes de changement ; et cela, au travers de l’analyse du dispositif d’évaluation des personnels techniques d’un grand établissement public de recherche. Ses conclusions basées sur une approche longitudinale effectuée sur la période 1996-2006, témoignent d’une évolution sensible de la prise en compte des compétences tant dans leur identification, que dans leur évaluation et leur valorisation. Au-delà, elles montrent les enjeux et les effets d’un processus de modernisation (en l’occurrence de gestion des ressources humaines) : l’évaluation des compétences apparaît ainsi d’une part comme une démarche de changement actée par de nouvelles pratiques managériales (de gestion des ressources humaines et de performance), et d’autre part, comme un processus de changement institutionnalisé selon un double mouvement « adaptationproaction ».
Cette recherche s’intéresse à la problématique de savoir comment la dialectique fin/moyens impacte les pratiques de gestion prévisionnelle des effectifs, des emplois et des compétences issues de la nouvelle gestion publique des ressources humaines dans les universités françaises. Plus précisément, sur la base d’un positionnement interprétativiste, et en référence à une logique abductive, un premier temps de compréhension consiste à présenter le contenu conceptuel et empirique associé aujourd’hui aux pratiques de GPEEC universitaires. Ce qui conduit à montrer au travers d’une recherche-action, que l’adoption de la GPEEC dans deux universités renvoie à des situations très différentes. Afin d’identifier et d’expliquer les raisons de ces observations empiriques, un deuxième temps d’analyse porte sur une relecture de la dialectique fins/moyens au travers du prisme du sens (théorie du sensemaking ). Cette analyse permet d’appréhender la GPEEC comme une démarche soit de « construction de sens », soit de « perte de sens ». Ces résultats sont une occasion de discuter et de mettre en perspective le processus de sensemaking et les questions de valeur publique et de légitimité.
