Isabela.scn@gmail.com Maria Eduarda Guida Frazão ABSTRACTThis article, based on reflections guided by a scientific technical view on the importance of river systems and green areas in a context of spatial units that directly influence local planning initiatives, aims to contribute to the debate of the theme of the territory production, public policy and city management. The management of land use, indicated in the municipal master plans, will be reflected in the issue of drainage, demanding close articulation and also in the possibility of the sustainable use of the permanent preservation areas. In both cases, the environmental question is reflected, in the present reflection, in the valorization of the relation nature-society-legislation. The initial geographic cut-offs were the Mangue Canal Hydrographic Basin, a member of the Guanabara Bay water system, which, once framed in a systemic perspective, enables an integrated analysis and the Permanent Preservation Areas in the municipality of Paraty. Through the intersection between scientific texts and observation regarding cases, the analysis tends to contribute to broadening the understanding of space units, intertwined in the urban environmental problem in contemporary cities. The idea of articulation between the systems presented here for the planning and management of cities notably assures the importance that they reveal for the formulation of public policies. Even with partial results, from complementary views, such studies are revealed, through the environmental question, in the perspective of an instigating investigation. KEY WORDS: Management of cities, river basin, areas of permanent preservation, planning RESUMEN El presente artículo, al insertarse a partir de reflexiones orientadas por una mirada técnica científica sobre la importancia de los sistemas fluviales y de las áreas verdes en un contexto de unidades espaciales que influencian directamente iniciativas de planificación local, tiene por objeto contribuir al debate de la temática de la política producción del territorio, política pública y gestión de ciudad. La gestión del uso del suelo, indicada en los planes directores municipales, va a reflejarse en la cuestión del drenaje, demandando articulación estrecha y también en la posibilidad del uso sostenible de las áreas de preservación permanente.
